The road freight transportation market in Korea has oligopsony structure characteristics like the labor market. In this study, based on the oligopsony model, panel data analysis is used to measure the leverage of each market stakeholder; service providers, consumers, substitution, and the government. The result shows that although the government does not apply price ceiling regulation in the trucking industry, regulating on freight railway rate operates as the maximum rate regulation to the road freight transportation market. Meanwhile, supply and demand do not affect the road freight rate. Recently, the Korean government releases enforcing minimum rate regulation to the trucking industry called ‘Safety rate regulation’ to reduce the frequency of the accident caused by freight vehicles. However, the government ought to consider the price regulation for the other transportation simultaneously to achieve the goal of the regulation. Moreover, to reduce shock to the market, the government should enact the additional regulations and support developing technology that can increase labor productivity in the freight transportation market.

한국의 트럭 화물운송시장은 그 특성상 노동시장과 구조가 흡사하여 수요자 과점 형태의 시장구조를 가지게 된다. 이 연구는, 해당 시장구조를 기초로 하여, 서비스의 공급자, 이용자, 대체 교통수단, 그리고 정부간의 육상 화물 운송시장의 영향력을 패널 데이터 분석으로 살펴보았다. 연구의 결과는 낮은 운임이 수요와 공급이 아닌, 정부의 화물 철도에 대한 운임 제한이 더 큰 영향을 미치는 것으로 나타났다. 최근 한국정부는‘안전운임제도’ 라는 최저운임제도를 육상 화물운송시장에 시행하여 교통 사고의 빈도를 줄이려고 한다. 그러나, 연구 결과는, 정부가 최저운임제도를 시행할 경우, 타 교통수단에 대한 정책도 수정되어야 해당 제도의 효과가 나타날 것을 보여주고 있다. 또한, 시장의 구조상, 새 제도로 인한 시장의 충격을 완화하기 위해서는 다른 추가적인 정책 및 노동생산성을 늘릴 수 있는 기술개발에 대한 지원도 필요할 것이다.
