After the Fukushima accident, several unexpected issues including human factor issues emerged, which had not been seriously considered before the accident; some of these issues regard the simultaneous damage to multiple units by a tsunami, unavailability of precise procedures for controlling accidents, destruction of communication lines during and after the accident, and extremely stressful conditions borne by the operators. For example, the challenges of group decision-making (DM) in unexpected severe accident situations are one of the human factor issues that emerged after the Fukushima accident.
Before the core damage, the operators follow the abnormal operating procedure (AOP) or emergency operating procedure (EOP) depending on the conditions. If the operators cannot prevent an accident after the AOP or EOP, the reactor core may be damaged. Consequently, the responsibility for plant control is transferred from the operators of the main control room (MCR) to those of the technical support center (TSC); the latter must follow severe accident management guidelines (SAMGs). DM for choosing a suitable strategy is crucial at this point because the SAMGs are broad guidelines; unlike the EOP, they do not provide a precise correct answer on how to prevent an accident sequence.
Therefore, several approaches have been studied to support human performance under stressful conditions; these methods (e.g., fuzzy-based DM support systems, expert systems for diagnosing the plant state, and neural network-based systems for predicting accident sequences) were based on the accident mitigation domain. Although these systems work sufficiently well, both rule-based expert systems and neural network-based systems have critical limitations. Accident scenario designers must input accident sequences and each symptom directly into the database of rule-based expert systems. However, it is impossible to cover all possible scenarios because all severe accidents have been beyond design-based accidents (BDBAs). In addition, the neural network-based system cannot explain why such a result was produced.
In this paper, a group DM support system that can support the DM process of TSC members in unexpected severe accident situations such as the Fukushima accident is proposed. The system was designed by considering new human factor issues revealed by the Fukushima accident. The proposed system has five major characteristics for supporting the DM process of TSC members: support for group DM, multiple-criteria DM, human-oriented DM, symptom-based DM, and real-time DM.
With these five design requirements in mind, a group DM support system that can be used in severe accidents was developed. In addition, an experiment with real operators was conducted by simulating a total loss of component cooling water (TLOCCW) accident with four operators of the KHNP and a regulator of the KINS. As a result of the case study, the developed group DM support system is expected to perform reliably in the accident mitigation domain. The accident mitigation strategy was selected by three other KHNP operators who did not participate in this experiment, and the group DM support system recommended the most proper strategy through an algorithm as well. It is significant in that there is no big difference. The developed DM support system uses the natural language of the decision makers as the input and can shorten the group DM duration with a semi-automatic algorithm. In addition, the opinions of all members of the TSC can be collected by excluding unnecessary obstructive human factors. The proposed system can be used in uncertain situations that lack precise procedures and information.
This DM support system will promote the group DM process of TSC members in the case of a severe accident and play an important role in reducing the DM duration and preventing other accidents. Finally, the proposed DM support system will improve operator support systems (OSSs) in the accident mitigation domain of nuclear power plants (NPPs).
후쿠시마 사고 이후, 사고 이전에는 심각하게 고려되지 않았던 인적 요인 문제를 포함한 예상치 못했던 문제가 다수 발생했습니다. 예상치 못한 쓰나미로 인해 여러 안전 장비가 동시에 손상되었고, 사고를 완화하기 위한 절차서가 개발되지 않았으며, 예상치 못한 사고로 인한 통신 및 전력 공급 계통 파괴, 발전소 운전원들이 부담하는 극심한 스트레스 등이 대표적인 예입니다. 특히, 중대 사고 상황에서 그룹 의사 결정의 어려움과 이로 인해 발생한 문제점은 후쿠시마 사고에서 드러난 대표적인 인적 요인 문제 중 하나입니다.
원전 사고 영역은 중대사고를 기준으로 노심 손상 이전 상황과 손상 이후 상황으로 나눌 수 있습니다. 노심 손상 전에 운전원은 상황에 따라 각각 비정상 운전 절차서 (AOP) 또는 비상 운전 절차서 (EOP)를 따릅니다. 거의 모든 사고는 노심손상으로 이어지지 않으나 운전원이 중대사고를 막지 못하거나 후쿠시마 사고와 같이 외부 사건으로 인한 예상치 못한 극한 사고 발생시 노심이 손상될 수 있습니다. 노심이 손상되는 그 순간부터 발전소 운영의 책임은 주 제어실 (MCR) 운전원에서 중대 사고 관리 지침서 (SAMG)를 따라야 하는 기술 지원 센터 (TSC) 구성원으로 이전됩니다. SAMG는 절차서가 아니며, 매우 많은 범위를 포괄하는 광범위한 지침서이므로 AOP, EOP와 같이 사고를 완화하기 위해 TSC 구성원에게 정밀한 지시를 할 수 없습니다. 그렇기 때문에 SAMG를 사용하여 사고 완화를 위한 가장 적절한 전략을 선택하려면 반드시 전문가 집단인 TSC 구성원 간의 토론, 협의를 통한 그룹 의사 결정이 수행 되어야합니다.
사고 완화 영역에서 사용되는 SAMG만의 특수한 특징으로 인해 fuzzy 기반 의사 결정 지원 시스템, 고장 진단 시스템, 사고 예측을 위한 인공 신경망 기반 시스템과 같은 사고 완화 영역에서 운전원 및 TSC 구성원을 지원하기위한 여러 가지 연구가 수행되어 왔습니다. 사고 완화 영역에서 이뤄진 이러한 연구들은 규칙 기반의 전문가 시스템과 인공 신경망 기반의 시스템 위주로 개발되어 왔습니다. 이 시스템들은 많은 장점들을 갖고 있지만, 모두 중대한 문제점을 갖고 있습니다. 우선, 전문가 시스템의 경우 사고 시나리오의 사고 순서와 각 증상들을 모두 시스템의 데이터베이스에 직접 입력해야 합니다. 그러나 중대 사고는 예측하는 것이 거의 불가능하고, 설계 기반 사고를 넘어서는 사고가 발생할 수 있기 때문에 무한한 시나리오를 모두 고려하여 저장하는 것 불가능합니다. 또한 인공 신경망 기반 시스템은 black-box 문제로 인해 시스템에서 왜 그러한 결과가 도출되었는지 사람들에게 설명하는 것이 불가능 하다는 중대한 문제가 있습니다.
본 연구에서는 후쿠시마 사고와 같은 예상치 못한 중대 사고 상황에서 TSC 구성원들의 의사 결정 과정을 도울 수 있는 그룹 의사 결정 지원 시스템을 제안하고 개발하였습니다. 본 의사 결정 지원 시스템은 후쿠시마 사고로 드러난 새로운 인적 요소 문제를 모두 고려하여 설계하였으며, TSC 구성원의 의사 결정 과정을 지원하기위한 5 가지 주요 요구 사항을 도출하고 설계 시 반영하였습니다. 5가지 주요 요구 사항은 그룹 의사 결정 지원, 다중 기준 의사 결정 지원, 인간 중심 의사 결정 지원, 증상 기반 의사 결정 지원, 실시간 의사 결정입니다. 이러한 다섯 가지의 설계 요구 사항을 고려하여 중대 사고시 활용할 수 있는 집단 의사 결정 지원 시스템의 알고리즘을 개발하였으며, 이 알고리즘을 이용하여 실제 사용 가능한 소프트웨어 도구를 개발하였습니다. 개발한 알고리즘은 전문가들에게 주어진 상황 내에서 수행 가능한 여러 전략들 가운데 가장 실현 가능성이 가장 높은 전략을 선별하는 것에 초점이 맞춰져 있습니다. 이 과정에서 최대한 빠른 시간 내에 모든 전문가들의 합의를 이끌어 내며, 인적 방해요소들을 최대한 배제하게 됩니다.
또한 실제 전문가들을 대상으로 사례 연구를 수행하였습니다. 실험에는 TLOCCW (Total Loss of Component Cooling Water) 사고를 이용하여 실험을 수행하였으며, 한국수력원자력의 운전원 4 명과 규제기관인 KINS 전문가 1 명이 실험에 참여했습니다. 사례 연구 결과, 개발된 그룹 의사결정 지원 시스템은 사고 완화 영역에서 유리한 성능을 보일 것으로 예상되었습니다. 특히, 동일한 시나리오를 대상으로 실험에 참여하지 않은 다른 운전원 3명이 토론을 통해 선별한 사고 완화 전략과, 실험에 사용된 개발한 그룹 의사결정 지원 시스템이 알고리즘을 통해 계산하여 추천한 사고 완화 전략이 큰 차이가 없다는 점에서 의의가 있습니다. 이렇게 개발된 시스템은 의사결정자들의 자연어를 input으로 사용하며, 자동화된 알고리즘을 통해 그룹 의사결정 시간을 단축시켜줄 수 있다는 것이 장점이 됩니다. 뿐만 아니라 불필요한 인적 요소를 배제하여 TSC의 모든 구성원들의 의견을 하나로 모을 수 있으며, 절차서가 없고, 정보가 부족한 불확실한 상황 속에서 사용이 가능 하다는 것이 장점입니다.
