Since its first discovery in Wuhan, China in December 2019, COVID-19 has spread worldwide, and as of November 2020, approximately 60 million cases of infection have occurred, and 1.4 million people have died. Measures such as travel restrictions, city lockdown, social distancing, and restrictions on business activities, taken by governments to contain the virus, have had a great impact on the industry as a whole, and negatively impact the growth of businesses and the national economy. In particular, in the case of manufacturing, sales plummeted due to complex factors such as the collapse of the global supply chain, instability in the labor market, and restrictions on sales activities. Accordingly, there is increasing interest in to what extent and how long the impact of COVID-19 will last, and what actions shall be taken. For the companies that manufacture low-volume, high-complexity, high-priced products with high dependence on labor capital, forecasting market demand and appropriate management of resources have a very important impact on the success of their business, so that it is essential to understand the impact of COVID-19 on the market. However, under the unprecedented circumstances of the economic shock from the global pandemic, many companies have struggled to understand the real impact of COVID-19 on business activities, and empirical research has also been rarely performed due to lack of data.
In this research, we performed empirical study for analyzing the impact of the changes in the number of COVID-19 cases and of the socio-economic countermeasures implemented by governments on the demand of low-volume, high-complexity products, focusing on the changes in the sales volume and field utilization of the capital equipment. The data includes sales records and uptime records in the U.S. from September 30, 2018 to September 26, 2020 (Week 39 in 2018 to Week 38 in 2020), provided by International Capital Equipment Manufacturing Company. The analysis was conducted together with COVID-19-related indicators, such as the number of weekly confirmed patients, and government policy enforcement records such as Travel Restriction, Stay At Home Order, Reopen Announcement, and Stimulus Fund amount.
The analysis revealed that the number of COVID-19 infection cases did not significantly affect actual demand or utilization hours. On the other hand, Travel Restriction, Stay At Home Order, Reopen Announcement, and Stimulus Fund all have a significant correlation with demand. Except 'social distancing', other policies were found to have a significant correlation with utilization hours. In addition, it was verified that the change in utilization hours had a significant correlation with the change in sales after 14 weeks when the utilization hours change occur.
These findings are expected to help manufacturers redistribute resources, and establish production and business operations strategies when another pandemic situation arises in the future
COVID-19은, 2019년 12월 중국 우한에서 처음으로 발견된 이후, 전 세계로 퍼져 나갔고, 2020년 11월 현재까지, 약 6,000만 명의 감염 사례가 발생하였으며, 140만명을 사망에 이르게 했다. 바이러스의 억제를 위해 각국 정부에 의해 취해진, 여행 제한, 도시 봉쇄, 사회적 거리두기, 영업활동 제한 등의 조치는 산업 전반에 큰 영향을 미쳤고, 기업과 국가 경제 성장에 악영향을 주었다. 특히, 제조업의 경우, 글로벌 공급 사슬(Global Supply Chain)의 붕괴, 인력 시장의 불안정, 영업 활동 제한 등의 복합적 요인으로 매출이 폭락했고, 이에따라, COVID-19의 영향이 어느 정도로 언제까지 지속될지, 어떠한 대응 조치를 취해야 할지에 대한 관심이 증가하고 있다. 특히, 노동 자본에 대한 의존도가 높은 다품종 소량(Low Volume High Complexity)의 높은 가격 대 제품을 제조하는 회사의 경우 시장의 수요를 예측하고 자원을 적절히 운용하는 것이 비즈니스의 성패에 매우 중요한 영향을 미치기 때문에, COVID-19이 시장에 미치는 영향을 이해하는 것은 필수적이라 할 수 있다. 하지만, 세계적인 전염병(Pandemic)으로 인한 경제 충격이라는 전에 없던 상황 하에서, 많은 회사들은 COVID-19이 기업 활동에 미치는 실제 영향을 이해하는 데에 어려움을 겪었고, 데이터의 부족 등으로 인해 실증적인 연구 또한 거의 이루어 지지 않았다.
이 연구에서는 감염 환자수 등의 COVID-19과 관련한 지표 변화 및 각국 정부에서 시행한 사회/경제적 대응책들이, 다품종 소량(Low Volume High Complexity) 생산 제품 제조업의 수요에 미친 영향을, 자본재 중장비(Capital Equipment)의 판매량과 현장 가동 시간(Field Utilization) 기록 데이터를 중심으로 실증적 분석을 통해 검증해 보고자 하였다. 데이터는, 자본재 중장비 제조회사(Capital Equipment Manufacturing Company)로부터 제공받은 2018년 09월 30일부터 2020년 9월 26일(18년 39주차부터 20년 38주차)까지 미국 내 판매 기록과 가동 시간 기록을 사용 하였다. 여기에 주간 확진 환자 수 등COVID-19 관련 지표들과, 국가간 이동 제한 여부(Travel Restriction), 사회적 거리 두기 시행 여부(Stay At Home Order), 사회적 거리 두기 완화 여부(Reopen Announcement), 경기 부양책 시행 규모(Stimulus Fund) 등의 정부 정책 시행 기록 데이터를 통합하여 분석을 진행하였다.
분석 결과, COVID-19 감염 사례 건수는 실제 수요나 가동 시간에 유의미한 영향을 미치지 않는 것으로 나타났고, 국가간 이동 제한, 사회적 거리 두기, 사회적 거리 두기 완화, 경기 부양책 시행 규모는 모두 수요와 유의미한 상관 관계를 가지며, 이 중 ‘사회적 거리 두기 완화’를 제외한 나머지 정책들은 가동 시간 과도 유의미한 상관 관계가 있는 것으로 확인되었다. 또한 가동 시간의 변화량은 14 Week 후의 판매 변화량과 유의미한 상관 관계를 가지고 있음을 검증하였다.
이와 같은 발견은 향후 또 다른 팬데믹 상황이 닥쳤을 때, 제조 업체들이 자원을 재분배하고, 생산 및 기업 운영 전략을 수립하는데 큰 도움을 줄 수 있을 것으로 기대 한다.
