Through the Cheong Wa Dae National Petition System, people demand answers from the nation's top power organizations through petitions on a variety of issues, from personal problems in life to issues of co-existence. Whether or not a solution can be found through various systems in the country, petitions involving more than 200,000 people to urge the interest and resolution of the government's core are issues that the people living in Korean society empathize with. It is worth research in that it is. Since empathy is the result of emotional understanding and rational understanding, it was thought that the element of empathy was inherent in the petition, which received a large amount of consent. If we can figure out what that element is and whether it really serves as a general element of empathy, we can understand where everyone should pay attention to the developmental communication of Korean society in the future.
청와대 국민청원 제도를 통해 국민들은 삶에서 겪는 개인적 문제에서부터 공분을 사는 이슈까지 다양한 사안에 대해 청원을 통해 국가 최고 권력기구의 답변을 요구한다. 국가의 다양한 제도를 통해 해결법을 찾을 수 있는 문제인지와는 상관없이, 20만 명 이상의 국민이 정부 핵심의 관심과 해결을 촉구하는 데 동참하는 청원들은 그 자체로서 한국 사회를 살아가는 국민들이 공감하는 사안이라는 점에서 연구의 가치가 있다. 공감은 이성적 이해와 함께 감정적 감응의 결과이므로 대규모 동의를 받고 있는 청원에는 공감의 요소가 내재되어 있다고 보았다. 그 요소가 무엇인지, 그것이 과연 공감의 일반적 요소로 작용하는지 포착해 낼 수 있다면 미래 한국 사회의 발전적 소통을 위해 모두가 주목해야 할 지점이 어디인지 이해할 수 있을 것이다.
