Based on the generation costs of electricity and large-scale hourly electricity consumption data, this study investigates the potential impacts of introducing time-of-use (TOU) pricing to the retail electricity market, currently operating under the increasing block tariff (IBT) regime, on Korean households. The analysis indicates that TOU pricing is effective in reducing peak load and enhancing social surplus, although its impact on total electricity demand remains modest. About 60%~70% of residential consumers are made worse off as cross-subsidies under the IBT are alleviated. In particular, most of the households with low electricity consumption lose their welfare irrespective of changing TOU pricing structure, while low-income and multi-children households that have been specially treated with bill discounts are in a favorable position than general customers. Peak reduction is weakened in the opt-in TOU scenario without apparent redistribution between customers, which indicates the necessity of market or policy interventions for alleviating distributional shock between customers.
본 연구는 누진 요금제 적용을 받는 가정용 전기소비자를 대상으로 계시별 요금제의 영향을 분석하는 것을 목표로 하며, 이를 위해 한국 가정용 고객의 시간대별 소비 데이터와 전력시장의 발전비용을 기반으로 시뮬레이션을 진행하였다. 분석결과 계시별 요금제는 총소비를 증가시키나 누진제 하에서도 사회후생을 해치지 않으면서 피크소비를 줄이는 효과를 보였다. 그러나 누진제의 교차보조금이 해소됨에 따라 약 60~70% 고객의 효용이 감소하였으며, 특히 계시별 요금제의 가격구조에 관계없이 저소비 고객 대부분은 효용이 감소하는 것으로 나타났다. 한편 취약계층으로서 요금할인을 받는 저소득 및 다자녀 가구는 일반가구보다 상대적으로 효용감소 비율이 낮게 분석되었다. 선택형 계시별 요금제의 경우에도 피크감축 효과만 낮아질 뿐 소비자 간 부의 재분배를 발생시키지 않았는데, 이러한 결과는 계시별 요금제의 효용변화 충격을 완화하기 위해 별도의 시장 및 정책개입이 필요함을 시사한다.
