While Korea's R&D investment index per GDP is one of the highest in the world, technology commercialization cases achieved by Korean universities indicate that it lacks efficiency and productivity. Korean universities have established and operated Technology Transfer Offices (TTOs) to generate profit from IP commercialization. Depending on lawful status and government policies, these TTOs can be created as one of the following forms: industry-academic cooperation group, TLO (Technology Licensing Office), technology holding company, new technology startups, and research institutes. Technology commercialization can be achieved through technology transfer and licensing, creation of technology based start-ups and technology based investment, etc. Under such paradigm of entrepreneurial universities in the 4th industrial revolution, universities' R&Ds and partnerships with corporates are essential. Therefore, TTO activities should be strategic based on a distinctive philosophy and motivations. The purpose of this study is to find factors that may help improving the performance of technology transfer and commercialization for Korean universities by analyzing their styles of operation. As a method of conducting the analysis, Jolly’s theory on technology commercialization is applied to the selected "innovative" universities in Korea and overseas including the Weizmann Institute of Science. The result of the analysis presents causes that could negatively affect the performance of Korean universities' technology transfer and commercialization. In the last chapter, suggestions in response to the causes are made for Korean TTOs, and further studies on TTO's budget management and contract drafting procedure are proposed.
우리나라의 R&D 투자 자원은 GDP 대비 최고 수준을 기록하지만 투자 대비 기술사업화의 효율성은 매우 저조하다. 국내 대학들은 산학협력단, 기술이전기구(TLO), 기술지주회사, 신기술창업전문회사, 연구소 기업 등의 형태로 기술사업화를 위한 조직을 설립하여 운영하고 있다. 기술사업화는 기술이전, 기술창업, 기술투자 등을 통해 이루게 되는데 이러한 다양한 방법의 기술사업화 패러다임 속에서 대학연구와 잠재적 수요자인 기업들간의 장기적 파트너십은 그 어느때보다도 중요하다. 따라서, 두 이해관계자 간의 소통과 협력을 위해서 뚜렷한 설립 목적과 철학에 기반한 전략적인 TTO 활동이 요구된다. 본 연구의 목적은 국내와 해외 “혁신적인” 대학들의 기술이전・사업화 전담조직의 설립현황, 운영방식, 기술이전・사업화 방식을 비교 분석하여 기술사업화 성과에 도움을 주는 경영적 요인을 찾는 것에 있다. 본 분석을 위해 이론적으로 Jolly의 기술사업화 모델을 수용하였고, 모범사례로 Weizmann-YEDA를 소개하여 국내 대학들의 기술사업화 성과를 방해할 수 있는 원인들을 찾아냈다. 마지막으로, 찾아낸 원인들에 대해 개선 방안을 제시하였고, 추후 연구로는 대학 TTO의 예산 관리 및 기술이전 계약 환경 개선 관련 연구를 제안하였다.
