This thesis examines indoor air quality management policies in order to illustrate the dynamic relationship between a regulatory object and regulatory actors. Its analysis of regulatory practices with a focus on regulatory objects shows how the characteristics of indoor air affect indoor air quality management policies. With case studies on the South Korean subway system, this thesis demonstrates that indoor air regulations are differently interpreted and implemented by various regulatory actors. I describe how regulatory actors transform indoor air into a regulatory object through two examples of boundary works: one on subway platforms and the other in subway cabins. Then, by comparing the two cases, I argue that it is important to examine indoor air quality regulation as a process of drawing and redrawing boundaries around the regulatory object.
본 논문은 한국의 실내공기질 관리정책에서 규제대상이 되는 실내공기와 규제에 관여하는 다양한 행위자를 분석하고 그 관계를 조명한다. 환경정책에서 대부분의 규제연구는 규제대상보다는 정부라는 단일 행위자가 취해야 하는 규제전략에 초점을 둔 방식으로 진행되어왔다. 본 논문은 한국의 지하철 승강장과 지하철 객실의 공기질 관리사례를 중심으로 규제대상인 실내공기의 특성이 실내공기규제에 미치는 영향을 분석함으로써 규제연구에서 규제대상의 탐구가 필요하다고 주장한다. 또한, 정부를 포함한 다양한 행위자들에 주목하면서 그들이 서로 다른 방식으로 규제대상을 해석하고 규제를 실천해왔음을 증명한다. 본 논문은 규제행위자들이 실내공기를 두고 끊임없이 새로운 경계를 생산해내는 과정을 보임으로써 실내공기질 관리정책에 있어 경계작업을 추적하는 것이 중요하다고 주장한다.
