Mobile communications and broadband have become more prominent in driving the global economic growth. However, the next generation networks are characterized by densification of networks and more stringent requirements increasing the cost burden of the industry. In this context, the mobile industry needs to rethink the traditional mobile network infrastructure ownership model and consider mixed ownership. This study first identifies factors that make mobile network sharing effective by empirical analysis on effects of mobile network sharing on the financial performance. Second, cases and theories on public private partnership and sharing of infrastructure across industries are consolidated to deduce recommendations. Lastly, the technical evaluation of next generation mobile networks for enabling network infrastructure ownership is provided to identify technical bottlenecks in realizing new ownership models.
이동통신은 전세계적인 경제성장을 견인하기 위한 필수적인 요소이다. 하지만 차세대 네트워크는 보다 엄격한 요구사항을 충족하는 동시에 보다 밀접한 네트워크 구축을 필요로 한다. 이는 이동통신 산업계의 비용을 증가시키며 네트워크의 지속가능성을 저해한다. 이러한 맥락에서 이동통신 산업계는 기존의 이동통신망 인프라 소유 모델을 재고하고 다른 이해관계자들이 같이 망을 소유하는 새로운 접근법을 고려할 필요가 있다. 이를 위해 이 논문에서는 첫째로 이동통신망 공유가 재무 성과에 미치는 영향을 분석하여 망공유를 보다 효과적으로 만드는 요소를 도출하고 둘째로 민관협력사업과 민간의 다양한 이해관계자들 사이의 인프라 공유 사례 및 이론을 통합하여 시사점을 도출한다. 마지막으로 차세대 이동통신망을 기술적인 관점에서 평가하여 새로운 이동통신망 인프라 소유 모델들을 현실화시키는 데에 있어 개선해야할 점을 도출한다.
