This thesis presents the design, implementation, and control of a newly devised tip-tilt drive system for ultra-precision and fast steering of a large aperture optical mirror. The primary thesis contributions include the design of actuator and guide mechanism for fast steering mirror(FSM). A new analytic model of normal stress electro-magnetic actuator is presented. By involving bias flux and designing proper electromagnetic configuration, the actuator has high-force density, and its force output is a linear function of both driving current and armature dis-placement, thereby simplifying control design. To improve modeling accuracy, both the PM flux and coil flux leakages are taken into consideration through a new analytic flux model. The results of finite element analysis and experiments are presented to validate the accuracy of analytic model. It is shown that analytic predictions are in a good agreement with the simulation and experiment results. A novel tip-tilt guide mechanism (TTGM) based on flexure hinge is also presented. The benefits provided by the TTGM include pure rotation in the tip and tilt direc-tions and an adjustable rotation center at the surface or center of gravity of the mirror allowed by the configuration design. Closed-form stiffness equations of the individual flexure hinges are derived, and the equations of motion of the TTGM are mathematically formulated to predict the behaviors of the mechanism. To validate the perfor-mance of the TTGM, a design is presented and optimization of the geometric parameters of the TTGM is carried out. The model prediction accuracy for the resonant frequency relative to the results of finite element analysis and experiment is found to be satisfactory. Finally, the experimental results of FSM system with actuators and guide mechanism meet the system level requirements including control bandwidth, maximum rotating angle, tracking accuracy.
