A smart meter digitally sends meter readings to users in real-time helping them to increase energy literacy and to behave efficiently. This paper answers the question of when does increased knowledge lead to behavioral change in the context of reducing electricity consumption. It will be answered with the data of Korean long-term smart meter users including daily household-level electricity use, smart meter mobile app data and the survey. The data analysis reveals on average neither the feedback has an impact on daily electricity consumption nor the consumption amount affect the feedback-seeking behavior. In contrast, people are inclined to behave when they realize the loss and in this context, after entering the next progressive tariff stage. Depending on the demographic groups, the reduction amount was different. In conclusion, the results demonstrate that indeed smart meters are still effective even after the novelty wears off to the consumers. This paper suggests that loss aversion framed message will yield maximum outcome if jointly reinforced progressive tariff stages or in the peak demand hour.
스마트 미터기는 계량기 판독 값을 디지털 방식으로 사용자에게 실시간으로 전송하여 에너지 사용 현황에 대한 사용자의 정보력을 높여주는 역할을 하며 사용자의 에너지 절약 행동에 도움을 줄 것으로 기대되고 있다. 이 연구는 한국 스마트 미터 장기 사용자의 가계의 일일 전력 사용량, 스마트 미터 모바일 앱 데이터 및 설문 조사를 바탕으로 “소비자들이 전기 사용 정보를 습득할 때 행동이 변화되는가?” 즉, 전기 사용 정보 습득이 전기 사용 절감으로 전이 되는가?” 라는 질문에 대한 해답을 제시한다. 저자는 평균적으로 전기 사용량에 대한 피드백이 일일 전기 소비에 영향을 미치지 않으며 동시에 전기 소비량이 피드백을 찾는 행동에 영향을 미치지 않는다는 것을 발견하였다. 반면, 특정 조건에서는 효과적이었는데, 사용자가 누진세 2단계 진입 전후에 스마트 미터 정보를 받게 되면 1단계보다 전기 사용량을 절감하는 행동을 보였다. 인구 통계 그룹에 따라, 전기 절감량도 다르게 나타났다. 결론적으로 이 연구 결과는 스마트 미터를 장기간 사용한 소비자들에게도 여전히 전기 사용 절감에 효과적임을 보여줌으로써, 향후 연구자들과 에너지 정책 입안자들에게 스마트 미터 사용 효과에 대한 시사점을 제공하고자 한다.
