After Fukushima disaster (2011), IAEA (International Atomic Energy Agency) suggested stricter nuclear power plant’s design criteria, DEC (Design Extension Condition). DEC is a new acceptance criteria based on high radiation doses or radioactive releases. Many countries, including ROK (Republic Of Korea), have passed a law to use 100 TBq of Cs-137 release as a part of probabilistic risk criterion. In order to meet this new design criteria DEC, FCVS (Filtered Containment Venting System) is developed to mitigate containment failure accident scenario. However, according to the probabilistic risk assessment from SOARCA (State-Of-Art Reactor Consequence Analysis) report, bypass accidents such as SGTR (Steam Generator Tube Rupture) and ISLOCA (Inter-System Loss-Of-Coolant Accident) have high accident frequencies, and consequently Korean nuclear power plants may not meet the new reactor design regulation for DEC. All reactors should equip mitigation system corresponding to each accident scenario to mitigate the accident consequences. As a result, mitigating nor preventing all reactor’s severe accident scenarios is financially impossible because installation of mitigation system for every nuclear reactor requires more cost. However, if mitigation systems can be designed as portable treatment system, not all reactors should install this mitigation system, then it means portable treatment system can save the reactor design costs.
Investigation of potentially applicable filters on portable treatment system was conducted. Performances of HEPA (High-Efficiency Particulate Air) filter, cyclone separator and pool scrubber are evaluated under severe accident effluent condition. Based on the literature review and simulation results, pool scrubber is considered as a most acceptable filter for portable treatment system. New pool scrubbing code is developed to evaluate the performance of pool scrubber, since existing pool scrubbing codes have limitations in perspective of hydrodynamic part, Decontamination Factor (DF) calculation, and absence of bubble population. New pool scrubbing code contains several new hydrodynamic models, new DF calculation method based on prediction of bubble’s concentration according to the depth of pool by applying Martinez-Bazan’s bubble breakup model. This code is validated through compare simulation results with experiment data which is conducted by Peyres et al.
Pool scrubbing code results showed reasonable DFs with conservatively assumed conditions. To design portable treatment system with pool scrubber, it requires to consider about design constraints; pressure drop, capability of vehicle, maximum height and gas flowrate. Based on the analysis of several design constraints, performance evaluation is conducted in terms of the height, radius of pool scrubbers and number of pool scrubbers. Lastly, applicability of suggesting portable treatment system is discussed for actual nuclear power plant’s severe accident condition.
후쿠시마 원자력 발전소 사고 이후 국제 원자력 발전소 규제 기구인 IAEA (International Atomic Energy Agency) 는 원자력 발전소의 설계 기준을 이전보다 엄격히 할 것을 제안하였고 한국을 포함한 많은 국가들이 이를 수용하였다. 그러나 State-Of-Art Reactor Consequence Analysis (SOARCA) 에서 발표한 자료들을 참고하면 한국의 원자력 발전소들 중 일부는 IAEA가 제시하는 새로운 설계 기준을 만족시키지 못할 수도 있는데, 이러한 새로운 설계 조건에 발맞추어 국내에서는 격납건물에 의한 중대 사고를 완화하기 위해 FCVS (Filtered Containment Venting System) 기술의 국산화를 진행 중에 있고 모든 원자력 발전소에 해당 시스템을 설치할 계획이다. 그러나 FCVS는 격납건물에 의한 중대 사고를 완화하기 위한 용도로만 사용해야 하는 것처럼 중대사고 시나리오들 중에서 사고의 결과가 큰 경우들을 완화시키기 위해서는 각 사고 시나리오에 해당하는 완화 시스템을 개발하여 설치해야 한다. 결과적으로는 원자력 발전소를 건설 할 때 막대한 추가 설비 예산을 발생시키는 요인이 되는 것이다. 이를 해결하기 위한 방법으로 이동형 방사성 유출물 처리 시스템 개발을 제안하는 바이다.
본 논문에서는 이동형 방사성 유출물 처리 시스템 개발에 앞서 어떠한 제염 기술들을 적용시킬 수 있을지 조사하였고 성능을 평가하였다. 다양한 제염 기술들 중에서 HEPA (High-Efficiency Particulate Air) 필터와 사이클론 분리기, 풀 스크러버의 성능을 중대사고가 발생한 상황에서의 유출 조건에서 평가하였다. 문헌 조사와 시뮬레이션을 바탕으로 풀 스크러버가 이동형 방사성 유출물 처리 시스템에 적합함을 확인하였다. 풀 스크러버의 성능 평가를 위해 풀 스크러빙 코드를 개발하였다. 기존에 있는 대표적인 풀 스크러빙 코드로는 유럽의 풀 스크러버 기관에서 개발한 BUSCA (Bubble Scrubbing Algorithm)과 미국의 EPRI (Electric Power Research Institute)의 후원을 받아 개발한 SPARC의 코드 진행에 기반하였다. Martinez-Bazan의 모델을 적용하여 기포의 분포도를 크기에 대해 계산하였고 기포의 크기와 분포에 따라 각종 유체 역학적 특성들을 계산하였고 풀 스크러버의 전반적인 제염도를 예측하였다.
마지막으로 이동형 장치에 설치한 풀 스크러버의 설계 조건과 변수들을 분석하였고 풀 스크러버의 높이와 넓이, 개수에 따른 제염도를 평가하였으며 실제 원자력 발전소에서 중대사고가 발생했을 때의 적용 가능성을 논하였다.
