Carbon dioxide reduction reaction ($CO_2RR$) has been studied because the products of the reaction are chemicals that can be used as fuels such as methanol and methane. Among the chemicals obtained through $CO_2RR$, methanol has high energy density and can be used as fuel for fuel cells, so, methanol production is very important. We designed an electrochemical catalyst based on metal oxides. The metal oxide is expected to have high efficiency in methanol production due to the isolated structure of its active site. Among them, $V_2O_3$ is likely to be used as an electrochemical catalyst because of its high electrical conductivity and high stability in aqueous solution. We made a termination determination on the $V_2O_3$ (0001) surface using density functional theory (DFT). And to increase the catalytic activity by changing the multiplicity of the 3d orbital, the catalyst candidate group was designed by replacing the 3d transition metal. We predicted the $CO_2RR$ catalytic activity of the catalyst candidates using the DFT computed reaction diagrams. This study suggests catalyst candidates based on $V_2O_3$, which is expected to show high efficiency in $CO_2$ to CO convert, $CO_2$ to $CH_3OH$ and $CO_2$ to $CH_4$ convert.
