This dissertation is an attempt to understand how to manage the national innovation system with an emphasis on international connectedness. National innovation system, which is the major stream of research in innovation studies has long garnered academic and practical attention, has been confined to the perspective within a single country. To complement this limitation, I apply an extended approach to the existing national innovation systems, thereby constituting a transnational innovation system. Based on this perspective, the first essay is to assess the efficiency of innovation systems, and identify the potential origin of efficiency and inefficiency so that future policy direction can be provided. The second essay pays particular attention to the role of knowledge spillover network across countries, and its relation to country’s innovation performance is examined. Thus, this dissertation sheds light on the need to understand the national innovation system at the global level, and argues that more attention to the structure of this transnational system may be necessary for the efficient and effective management of innovation policy. The findings may thus serve as a reference to the development of national innovation systems and also provide implications for developing appropriate policies for this purpose.
국가 혁신 시스템은 오랫동안 학문적, 정책적 관심을 받아 왔지만 대부분 단일 국가의 관점에 국한되어왔다. 그러나 오늘날의 과학 기술 및 혁신은 국가적 영역을 넘어 다양한 형태로 발전하고 있다. 따라서 본 학위논문은 기존의 국가 혁신 시스템을 확장, 국가간 연결성을 고려한 초국가적 혁신 시스템 관점을 바탕으로 연구를 진행하였다. 첫 번째 연구에서는 혁신 시스템의 효율성을 분석, 유형화하고 이를 바탕으로 향후 발전 전략을 제시하였다. 두 번째 연구는 국가 간 지식 파급 네트워크의 구조를 분석하여 국가 혁신 성과와의 관계를 살펴보았다. 따라서 본 학위 논문은 국가 혁신 시스템을 확장하여 이해할 필요성을 제시하고, 초국가적 연결성 및 구조에 대한 고려가 혁신 정책의 효율적이고 효과적인 관리를 위해 필요하다고 주장한다. 이는 국가 혁신 시스템의 확장 및 발전에 대한 근거 자료로, 또한 관련 정책 개발에 대한 시사점을 제공할 것이다.
