The characteristics of a society 's safety culture come from the distribution of public attention in accidents. In this study, I analyzed the characteristics of the safety culture of our society projected in the news articles by analyzing the safety issues and the public awareness patterns of the accident that appeared in the news articles of the Sewol-ferry accident using the text mining technique. To this end, I proposed Functional Resonance Analysis Method(FRAM) which can efficiently draw complex socio-technical systems from the viewpoint of Safety-2, and established a regular FRAM model that can represent both the normal navigation system of the Sewol-ferry and the accident situation. Then, the characteristics of distribution of public attention were analyzed through the model 's contents and news articles' matching. In the analysis stage, the findings and implications for the social safety culture were derived from two research problems: 1) Based on the designed FRAM model, I analyzed the directness between cause and effect and observed the effect of distance on public attention; 2) To observe the patterns of public awareness of causes of accidents, I observed the public attention according to the subject who caused the accident, and social blaming tendency of the cause of the accident according to public attention. The purpose of this study is to suggest directions for our society to come to a rational understanding of safety issues and ways to enhance social learning about the critical experience in the safety field in order to establish a mature safety culture.
한 사회의 안전문화의 특성은 사고에 대한 대중적 관심의 분포에서 나타난다. 본 연구에서는 세월호 침몰 사고 신문기사에 나타난 안전 문제와 대중의 사고 인식 패턴을 텍스트 마이닝 기법을 활용하여 분석함으로써 신문기사에 투영된 우리 사회의 안전문화의 특성을 분석해 보았다. 이를 위해 복잡한 사회 기술적 시스템을 안전-2 관점에서 바라보고 효율적으로 그려낼 수 있는 기능공명분석법(FRAM)을 적용하여, 세월호의 정상 운항 시스템과 사고상황의 양면을 표현할 수 있는 정규 FRAM 모델을 수립하였다. 이후 그 모델의 내용과 신문기사의 매칭을 통해 사회적 주의력의 분포 특성을 분석하였다. 분석 단계에서는 크게 두 가지 연구 문제에 대해 안전문화에 대한 발견점과 시사점을 도출하였다: 1) 설계된 정규 FRAM 모델을 기반으로 사고원인과 결과 간의 직접성을 분석하고 그 거리가 사회적 주의력에 미치는 영향을 관찰하였다; 2) 대중의 사고원인 인식의 패턴을 관찰하기 위해, 사고 원인을 유발한 주체에 따른 사회적 주의력과, 사회적 주의력에 따른 사고원인의 사회적 비난 경향을 관찰하였다. 본 연구는 우리 사회가 안전 문제에 대한 합리적인 인식으로 나아가기 위한 방향을 모색하는 한편, 성숙한 안전문화의 정착을 위해 안전 분야의 중대 경험에 대한 사회적 학습이 증진될 수 있는 방향을 제시하고자 하였다.
