In 2018, North Korea is taking a new step toward economic reform and opening after recent the inter-Korean summit and U.S.-North Korean summit. In this atmosphere, there is a growing call for North Korea to include as a recipient country of Official Development Assistance(ODA). In this connection, this study is designed to determine priorities of ODA policy in North Korea using Analytic Hierarchy Process(AHP) methodology. As a result of the analysis, ODA experts considered the ODA policy issue to ‘support irrigation drainage facility’ to be the highest priority, whereas North Korea experts considered the policy issue to ‘support Renewable energy’ to be the top priority.
However, the high priorities areas of first to six rank between the two groups were the same as 'energy' and 'agricultural development’.
2018년 대한민국은 남북정상회담, 북미정상회담, 북한의 비핵화선언 등으로 한반도 정세에 새로운 변화기를 맞이하고 있다. 북한은 지난 60년간의 고립과 경제위기로 인하여 경제기반에 거의 투자와 개발이 이루어지지 못했다. 최근 우리나라와 북한간의 경제협력이 재개될 경우 자원의 조달의 난제의 해결을 위해, 북한을 공적개발원조(ODA)지원 대상에 포함시키자는 목소리가 커지고 있다. 이에 본 연구는 북한의 ODA 정책과제수행을 전제하고, 경제영역에서의 북한의 수요와 환경에 적합한 다양한 정책과제에 대한 상대적 중요도를 전문가 의견을 종합하여 연구하고자 하였다. 문헌연구를 통하여 정책과제를 영역별을 분류하고 AHP의 계층적모형도를 이용해 전문가 설문을 실시하였다. 분석 결과로 총 16개의 정책과제 중 ODA 전문가는 ‘관개 배수 시설의 지원'이, 북한 전문가는 '신재생에너지 지원'이 우선순위 1위로 나타나, 양자의 정책과제별 우선순위가 각기 다르게 도출되었다. 그러나 1위부터 6위권의 상위 우선순위의 영역은 두 그룹 모두 '에너지'와 '농업개발' 으로 동일하게 나타났다
