Collusion entails highly complicated social interactions among participants whose primary aim is to achieve collective decision upon illegal collusive activities. Therefore, in order to predict collusive tendering, it is crucial to take network aspects of collusion into consideration as well as specific features of tendering and participants. Focusing on network aspects, this study conducts logistic regression analysis about how centrality, cluster, and other network indicators derived from co-tendering network affect successful bid. It further examines whether the result of logistic regression analysis can significantly control common variables in previous studies. The result shows that degree centrality significantly affects the probability of successful bid while betweenness centrality has influence on successful bid with limited significance. Moreover, the regression model which includes these network aspects as variables is shown to successfully control individual participants' construction capabilities.
담합은 사업자간 위법행위에 대한 공동 의사의 합치·실행을 전제로 한 고도의 사회적 행위이므로, 입찰담합 징후 판단을 위해서는 입찰특성, 사업자특성 등과 더불어 참가 사업자들의 관계 양상이 주요 고려 요소로 포함되어야 한다. 그러나 관련 제도 및 선행연구에서는 이러한 점이 누락되어 있으므로, 본 연구에서는 공동입찰 연결망을 통해 도출한 중앙성, 집단 등 관계성 지표가 낙찰 여부에 어떠한 영향을 끼치는지 로지스틱 회귀분석을 실시하여 검증하고 기존 고려 요소들을 유효하게 통제할 수 있는지 여부를 실증하고자 한다. 분석 결과, 연결중앙성 지표는 낙찰 여부에 유의미한 영향을 주며 사이중앙성 지표는 제한적인 영향을 주는 것으로 확인되었으며, 이러한 관계적 요인을 포함하는 경우 개별 사업자의 시공능력 요소가 통제되는 것으로 나타났다.
