A policy can be defined as activity guidelines that grant authority to government institutions in regards to designing policy means and setting policy goals to achieve and realize a better future. The energy industry is highly dependent on policies and has long-term characteristics, from R&D to commercialization. The purpose of this study is to identify why future research is necessary, how it should be applied at each stage of energy policy formulation, what effect it represents, and ultimately where our energy future is headed. First, policy directions that are based on past performance and decision making based on future foresight model can lead to a completely different policy direction at the policy planning stage. Next, this study presented a methodology on how to strategically allocate limited resources based on future expectations effects in policy implementation stage. Finally, this study clarifies that the relationship between policy and energy has changed historically, predicted the possible future predicted by the impact of current policies, and analyzed the differences with the preferred future.
정책이란 미래의 바람직한 상태를 실현하기 위해 정책 목표를 설정하고, 이를 달성하기 위해 고안된 정책수단에 대하여 정부 기관이 권위를 부여한 활동 지침으로 정의할 수 있다. 대규모의 장기 투자를 동반하는 에너지 산업은 특히 정책 의존성이 높으며, 기술개발에서 상용화까지 장기가 소요되는 특성을 가지고 있다. 본 연구는 에너지 정책을 구성하는 각각의 단계에서 미래 연구가 왜 필요하고, 어떻게 적용해야 하며, 그 효과는 무엇으로 나타나는지, 그리고 궁극적으로 우리의 에너지 미래는 어디로 향하고 있는지를 밝히는 것을 목적으로 한다. 먼저, 정책 계획단계에서 과거 성과에 기반한 의사결정과 미래 예측모델에 따른 의사결정이 전혀 다른 정책 방향을 도출할 수 있음을 실증적으로 제시하였다. 그 다음, 정책 이행 단계에서 미래 기대효과에 기반하여 한정된 자원을 어떻게 전략적으로 배분할 수 있는지에 대한 방법론을 제시하였다. 마지막으로 정책과 에너지의 관계가 역사적으로 어떻게 변화해 왔는지를 밝히고, 현재 이행중인 정책의 효과로 예측되는 가능한 미래를 예측하여 선호 미래와의 차이점을 분석하였다.
