Looking at the failing process of Korea's population policy transition, we can see why the inertia in the organization arises and how its inertia hinders the detection of future change. This study proves that the long experience of successful experiences and knowledge in the organization is enriched, dominance logic is formed and acts as inertia, and this inertia leads to group thinking, policy inertia and organizational resistance. Moreover, the intuition of the experts is automated so that they are not conscious of themselves and reject the signals of future change. Existing learning inhibits new learning.
한국 인구정책 전환의 실패 과정을 들여다보면 조직에서 관성이 어떻게 생겨나고, 그 관성이 어떻게 미래 변화 감지를 방해하는지 이유를 알 수 있다. 본 연구는 조직에서 오랫동안 성공한 경험과 지식이 농축돼 도미넌트 로직이 형성돼 관성으로 작용하며, 이 관성은 집단사고와 정책관성 및 조직적 저항을 불러온다는 사실을 설명한다. 더욱이 오랫동안 성공한 전문가 직관은 자동화돼 본인들도 의식하지 못한 사이에 미래 변화 신호를 배척하게 된다. 기존 학습이 새로운 학습을 억제하게 되는 것이다
