Over the past 60 years, urban areas in Korea have been expanding due to urban population increase and economic growth. In recent years, however, factors driving urban expansion have changed. With the continuous decrease of the fertility rate, the urban population growth has stagnated and the economy has entered a period of low growth. Despite changing conditions, however, many local governments still maintain urban expansion policies. The purpose of this study is to see whether such policies focusing on urban expansion would be effective in the future policy environment, and if not, to identify alternatives to the existing urban policies. To this end, we analyzed how cities have been developed, identified what has driven urban expansion, and predicted how cities would change in the future. We also looked into how recent urban concepts including smart city, inclusive city and urban regeneration would affect and could be reflected in urban policies. Based on what we found, we concluded that the urban policy direction is required to move from quantitative expansion to qualitative growth and a desirable city should be smart and inclusive and have an optimal size. To this end, we propose that cities should be developed according to demographic changes and regenerated in an effective and inclusive way. It is also proposed to shift the focus of urban planning from expansion to managed growth, create a 'compact city' against the population decrease and develop a smart city using technology advancement.
우리나라는 지난 60년간 도시인구와 경제의 고도성장에 따라 도시면적도 크게 확대되었다. 그러나 최근 들어 도시 확대를 이끌었던 동인들이 변화하고 있다. 저출산 영향으로 도시인구의 증가세는 정체기로 수렴하고 경제도 저성장시대로 진입하고 있는 것이다. 이런 여건 변화에도 여전히 많은 지자체들은 도시 확대 정책기조를 유지하고 있는 실정이다. 이에 본 연구에서는 그간의 확대 중심의 도시정책방향이 향후 예측되는 도시정책의 여건에서도 계속 유효할 것인지, 그렇지 않다면 그 대안은 무엇인지 규명해 보고자 하였다. 이를 위해 우리 도시의 역사적 발전과정을 분석하여 도시 확대 동인들을 규명해 보고 향후 그 변화를 예측해 보았다. 또한, 최근 부상하는 스마트도시, 포용도시, 도시재생이 향후 도시정책에서의 역할과 적용방안도 살펴보았다. 이런 분석을 토대로 향후 도시정책의 기조는 양적 확대에서 질적 성장으로 변화가 요구되어 "스마트하고 포용적이며 적정규모의 도시" 를 바람직한 도시비전으로 설정하였다. 이를 달성하기 위한 전략으로서 인구변화패턴에 맞는 맞춤형 도시조성전략, 실효적이고 포용적인 도시재생계획 수립, 확대지향형에서 성장관리형으로의 도시계획 전환, 인구감소에 대비한 콤팩트도시 조성, 기술발전을 활용한 스마트도시 조성을 제안하였다.
