Because of the increasingly complex social structure, foresight project for the formulation of government policies is becoming important. The validity and reliability of results in foresight project, a policy-making tool, are crucial, and evaluation is an important mean of verifying those. Since 1990, the studies for evaluation of foresight project are continuing. But, until now, the evaluations of foresight projects have been studied focusing on the verification of results after finishing of the projects. However, post-evaluation studies based on results have some limitations. This study proposed a quality management framework for foresight project, using project management methodology of PMI to improve the limitations of existing researches. The quality management framework consists of procedures for quality management and a checklist for quality inspection. Quality management procedures were defined as three phases of planning, management and completion by applying the project management methodology and evaluation questionnaires derived from analyzing prior studies were reorganized in the perspective of project management methodology to make a checklist. And in order to verify the framework of this study, the checklist of the framework was customized for the KAIST foresight methodology, the actual statuses and the effectiveness of quality management for foresight project in Korea were checked through expert questionnaires, and foresight project case studies were conducted to draw implications.
점점 더 복잡해지는 사회구조로 인해 정부 정책수립을 위한 미래예측 프로젝트의 중요성이 증가하고 있다. 정책수립 도구인 미래예측은 결과의 타당성과 신뢰성이 중요하며, 평가는 이것을 확인하는 중요한 수단이다. 1990년 이후 미래예측 프로젝트 평가에 관한 연구가 수행되고 있으나, 대부분 미래예측 프로젝트 종료 후 결과평가를 중심으로 연구되었다. 하지만 결과 중심의 사후평가 연구들은 몇 가지 한계점이 있다. 본 연구에서는 선행연구의 한계점을 개선하고자 PMI의 프로젝트 관리 방법론을 사용하여 미래예측 프로젝트의 품질관리 프레임워크를 제시했다. 품질관리 프레임워크는 품질관리 진행을 위한 절차와 품질점검에 사용할 품질관리 체크리스트로 구성했다. 품질관리 절차는 프로젝트 관리 방법론을 준용하여 계획, 관리, 종료의 세 단계로 정의했으며, 체크리스트는 선행연구에서 도출한 평가질문들을 프로젝트 관리 방법론관점에서 재정리 했다. 그리고 본 연구에서 정의한 미래예측 프로젝트 품질관리 프레임워크의 실효성을 확인하기 위해 KAIST 미래예측 방법론을 기반으로 체크리스트를 커스터마이징 했다. 마지막으로 전문가 설문을 통해 국내 미래예측 프로젝트 품질관리 실태와 품질관리의 효과성을 확인했고, 품질관리 프레임워크를 기존 프로젝트에 적용하는 방식의 사례연구를 통해 시사점을 도출했다.
