In the last two decades, Ecuador as well as the Latin American region has experienced significant macroeconomic changes with tax policy among the most relevant instruments in order to promote economic growth. This paper examines the impact of the most relevant tax instruments such as personal income tax, corporate income tax, taxes on goods and services, international trade tax, and natural resources revenues on economic growth performance, for the period of 1990 to 2014, using two approaches with time series data for Ecuador and panel data for selected Latin American countries. It was found that personal income tax does not have the expected negative impact on economic growth due to relatively small collections in the region. Corporate income tax negatively affects growth. However, when considering it with globalization index and natural resources revenues, its sign and magnitude change. A greater reliance on taxes on goods and services can contribute to enhance economic growth, whereas international trade taxes have the opposite effect. Natural resources revenues were found not to influence growth.
지난 20여년 동안 에콰도르를 포함한 라틴 아메리카 지역은 경제성장을 달성하기 위해 수단으로 조세 정책 등을 포함한 거시경제에 영향을 미칠만한 변화를 경험하였다. 본 논문은 1990년부터 2014년까지 개인 소득세, 법인세, 부가가치세, 관세 및 천연 자원 수익이 경제 성장에 미치는 영향을 분석하였다. 연구를 위해 에콰도르의 시계열 자료와 몇몇 라틴 아메리카 국가의 패널 자료를 사용하였다. 연구 결과 개인 소득세는 예상과는 달리 경제 성과에 부정적인 영향을 미치지 않았는데, 이는 라틴 아메리카 국가의 작은 세수 때문으로 추정된다. 반면 법인 소득세는 경제 성장에 부정적인 영향을 미쳤지만, 세계화 지수 및 천연 자원 수익과의 상호 작용을 고려할 경우 그 부호와 크기가 반대로 나타남을 보여주고 있다. 부가가치세에 대한 의존도가 클수록 높은 경제 성장률을 보여주었고, 관세는 반대의 효과를 보였다. 끝으로 천연 자원 수익은 경제 성장에 유의한 영향을 미치지 못하는 것으로 분석되었다.
