This thesis examines a recent informational turn in chemical control in South Korea. After several high-profile chemical accidents such as a hydrofluoric acid leakage in Gumi, the Korean government and non-governmental organizations have focused on the collection of information on chemical substances and its disclosure as key strategies to achieve chemical safety. These strategies are part of a global turn toward informational regulation. Examining initiatives by multiple stakeholders in chemical management, this thesis analyses the premises and limitations of informating risk. Among the limitations are an insufficient attention to the utilization of accumulated information, the conceptual division between human toxicology and environmental toxicology, and the lack of effort to go beyond the informational realm and change various power relationships.
2012년에 발생한 구미 불산 누출 사고를 비롯한 몇 건의 화학물질에 의한 사고 이후 한국 정부와 시민단체들은 화학물질 정보의 수집과 공개를 화학물질 안전을 위한 주요한 전략으로 설정했다. 이는 전세계적으로 이루어지고 있는 정보화 중심의 위기 관리 정책의 일환이다. 본 연구는 정부, 연구 기관, 시민단체의 활동을 분석함으로써 한국 화학물질 관리 제도의 전제와 한계를 논의한다. 이를 바탕으로 하여, 화학물질 정보의 활용 방식에 대한 적극적 고려와 독성학의 기본 전제에 대한 재고를 제시한다. 또한 정보화 전략은 산업 현장과 지역 사회의 권력 관계를 변화시키기 위한 노력과 결합될 때에만 그 긍정적 효과를 발휘할 수 있다.
