Reliability and stability are important factors in patent, but the number of patent applications increases and the defective patents increases due to poor examination environment. Therefore, it is required to improve the quality of patents. Meanwhile, artificial intelligence technology is applied to various fields. Therefore, in this paper, we analyze the current status of patent information service and propose an approach to implement intelligent patent information service using artificial intelligence technology such as natural language processing and machine learning. For this purpose, we analyze the status and cases of artificial intelligence technology, the structure of patent information such as patent application document, patent information services which are used in patent application, examination, judgement, and litigation. Moreover, the direction of implementation of intelligent patent information service is set through analysis of patent information service, artificial intelligence technology used in patent application, examination, judgment and litigation. In addition, the business requirements for the services such as the patent information search, patent information question & answer, patent specification review method, comparison of claim components are presented. In order to realize the services, a service model including business service, common service, and knowledge base is described. The proposed service improvements and implementation considerations are analyzed. And policy proposals are presented. As a result, the time required for searching and analyzing information of stakeholders related to patent application, examination, trial, and litigation can be streamlined, and improvements in patent related business performance can be expected. In the future, based on this paper, it is required to analyze and construct intelligent patent information service as a whole.
특허에서 신뢰성과 안정성 확보는 중요한 요소이나 특허출원 건수의 증가와 열악한 심사환경으로 특허무효율이 증가하고 있어 특허의 품질 개선이 요구되고 있다. 한편, 인공지능기술은 다양한 분야에 적용되고 있다. 따라서 본 논문에서는 기존의 특허정보서비스의 현황을 분석하고, 자연어 처리 및 기계학습 등 인공지능기술을 활용하여 지능형 특허정보서비스를 구현하는 방안을 제안한다. 이를 위하여 인공지능 기술 현황과 사례, 특허출원 서류 등 특허정보의 구성, 특허 출원, 심사, 심판, 소송에서 활용되는 특허정보서비스에 대해 분석한다. 더 나아가 특허정보 검색, 특허정보 질의응답, 특허 명세서 기재방법 검토, 청구범위 구성 비교 서비스 등의 기존 서비스를 분석하고, 구현 방향과 업무 요구사항을 제시한다. 이를 구현하기 위해 특허업무 서비스, 공통 서비스, 지식베이스를 포함하는 서비스 모델을 기술한다. 그리고 제안된 서비스에 대한 개선사항 및 구현 고려사항을 분석하고, 정책제안을 제시한다. 그 결과 특허 출원, 심사, 심판, 소송 관련 이해관계자의 정보검색 및 분석에 소요되는 시간을 효율화 하고, 특허관련 업무처계 개선 등을 기대할 수 있다. 향후 본 논문을 기초로 특허업무 전반으로 지능형 특허정보서비스 분석과 구축이 요구된다.
