The national energy policy has been established through assessing the economy of energy sources. However, this energy policy has not been adjusted for public opinion. Therefore, public opinion should be considered in the economic analysis of the energy policy, particularly when it includes nuclear power. This is referred to as the social cost, and it includes direct and external costs in economic analysis. In this thesis, the various social properties of nuclear power are investigated, including the impact of society and the three Ss: safety, security, and safeguards. Furthermore, scenarios are developed for the nuclear fuel cycle based on the material flow and likelihood of the nuclear fuel cycle in the Republic of Korea. The nuclear fuel cycle options can be selected from the decision-making process based on this research, in order to propose a trans-scientific cost assessment of nuclear fuel cycles in Korea for political decision-making processes determined by external influences, conditions, and specific social environments
국가 미래의 효율적인 에너지 정책을 수립하기 위해서는 원자력 에너지의 경제성 평가가 실시되어야 한다. 그러나 현재 실시된 경제성 평가가 포함하고 있는 비용 평가를 기반으로 수립된 원자력 정책에 대해서 대중들의 지지는 부족한 실정이다.
이를 위하여 대중들이 시각에서 고려되어야 할 원자력 에너지의 외부비용을 포함한 경제성 평가가 실시되어야 한다. 본 연구에서는 외부효과와 몇몇 사회 환경적 요인이 고려된 비용 항목을 정의하고, 한국의 실정에 맞는 핵주기 시나리오를 선정하여 각 시나리오 별 비용을 분석하였다. 이 분석들을 기반으로 국가 사용후핵연료 관리 방안 및 원자력 정책 수립에 타당성을 제시한다.
