The environment for government welfare policy and enforcement has experienced complex and uncertain change due to rapid aging, emergence of new type of social risk and diversification of welfare demand from the people. There is urgent need to formulate new future strategy for social welfare system to solve the problem of the blind-spot and to upgrade the current social welfare system such as public assistance, social insurance and social service etc. In 2010, the government launches social welfare information system and accumulates the big data on social welfare activities which is systematic and structured. Government realizes that this big data has huge potential to be utilized for identifying the emerging and future social welfare needs among the people. The primary objective of the thesis is to draw the executable policy options for next generation social welfare system. The series of foresight methods are applied to outlook the desirable social security sector of Korea.
급격한 고령화 진행, 새로운 사회적 위험의 증가 및 국민의 복지욕구 다양화 등으로 정부의 복지정책 및 집행 환경이 복잡하고 다양하게 변화하고 있다. 이에 따른 복지사각지대의 해소와 공공부조, 사회보험, 사회서비스 등 사회보장제도의 합리화 등 다양한 민간 사회복지영역에 대한 미래전략수립의 필요성이 대두하고 있다. 정부는 2010년 사회보장정보시스템을 구축 $\cdot$ 운영하고 있는데 이렇게 수집된 규칙적이고 정형화된 유의미한 정보는 미래수요자 관점의 복지수요를 파악하여 지속가능한 복지정책을 설계하는데 활용 할 수 있다. 본 논문은 미래연구기법을 활용하여 공공빅데이터의 미래모습을 그리고 바람직한 사회보장부문 관련 정책적 대안을 도출하는데 그 목적이 있다.
