In January of 2016, Klaus Martin Schwab declared the beginning of the 4th Industrial Revolution at World Economic Forum in Davos. In fact, innovations in a variety of fields had been expected along with the development of ICT(Information and Communication Technology). Faced with the 4th Industrial Revolution, advanced countries have come up with plenty of policies, one of which aims to foster the medical industry in combination with ICT. South Korea has also strived to nurture the medical industry combined with ICT as its core economic sector, based on the developed IC technology. The growth of the ICT-combined industry requires a balanced development of the industry. Medium and small-sized businesses, each of which hires less than 200 employees, make up more than 90% of South Korea’s medical equipment industry. However, they seem to lag behind large enterprises or start-ups in technology development, capital mobilization, and awareness about changes triggered by the 4th Industrial Revolution. This is why I did literature research on overall changes in the medical industry which the 4th Industrial Revolution will bring about. In the 1st chapter of the research, I propose four scenarios about South Korea’s medical equipment industry based on four alternative futures ― Continued Growth, Collapse, Discipline, and Transformation ― developed by Hawaii Research Center for Future Studies. In the 2nd chapter, I look into South Korea’s medical firms’ awareness, attitudes and responses to the 4th Industrial Revolution through literature review and surveys, and analyze the data in accordance with their employees’ positions. 98% of South Korea’s medical firms are made up of small and medium-sized businesses, each of which hires less than 200 employees. So I met the employees of the companies in person for surveys. The survey includes changes in the medical industry which the 4th Industrial Revolution will bring about and targets South Korea’s small and medium-sized businesses, each of which hires less than 300 employees. The result is that all the answers in the questionaire are median on average. But when the result is categorized according to their employees’ positions, such as executives, staff, and developers, developers regard themselves as well-aware of the 4th Industrial Revolution while executives and their supporting group as relatively ignorant about it. In particular, executives’ awareness score was lowest. In contrast, executives have a stronger tendency to see the 4th Industrial Revolution as destructive than developers and developers are more sceptical than the executives’ supporting group. As a result, South Korea’s medical equipment firms’ executives tend to be ignorant and afraid of the 4th Industrial Revolution, which leads to lukewarm responses. The paradigm shift and technology advances are underway through the 4th Industrial Revolution and it is inevitable that the South Korean government work with small and medium-sized businesses, which make up most of the medical equipment industry, in order to achieve a balanced development of the ICT-combined medical industry, one of the major industries supported by the government. CEO’s willingness to innovate has a direct and positive impact on businesses’ revenue. Therefore, CEO’s effort to promote innovation is urgently needed to help medium and small-sized medical companies to continue growing and transform itself while minimizing the opportunity cost.
2016년 1월 세계경제포럼(다보스포럼)에서 클라우스 슈밥이 4차 산업혁명 시대의 도래를 선언하면서 세계 주요국들은 이에 대비한 다양한 정책 방향을 제시하고 있는데 가장 주요한 이슈 중의 하나가 ICT 기술을 융합한 의료산업 육성이다. 우리나라도 자국의 ICT 기술 경쟁력을 바탕으로 ‘ICT 융합 의료산업’을 핵심 산업으로 선별하여 육성하고자 하고 있다. 융합기술 및 산업 육성을 위해서는 해당 분야의 발전이 균형 있게 이루어져야 한다. 그러나 국내 의료기기 산업은 90%가 200인 이하 중소기업이 대부분을 차지하며 ICT 산업에 비해 기술력, 자본력, 4차 산업혁명으로 인한 산업 변화에 대한 인지와 대응력 등에서 대기업이나 스타트업에 비해 열세할 것으로 예상하였다.
이에 본 연구에서는 문헌 조사를 통해 4차 산업혁명으로 인한 의료산업의 전반적인 변화전망을 조사하였다. 또한, 하와이 미래학연구소가 개발한 4가지 대안미래 비저닝 프로세스에 따라 국내 의료기기 산업의 계속 성장, 붕괴, 지속, 그리고 변혁의 4가지 대안 미래 시나리오를 작성해 보았다.
본문 두 번째는 앞서 연구한 내용을 바탕으로 설문지를 작성하고 국내 300인 미만 중소기업을 중심으로 4차 산업혁명에 대한 인식, 태도, 미래변화 선호도, 그리고 대응력을 조사하였다. 그리고 응답 결과를 직군, 기업 규모, 제품특성으로 분류하여 그 차이를 비교분석 하였다. 설문 응답 분석 결과 전반적으로 4차 산업과 이로 인한 의료산업변화에 대한 인식과 대응이 부족한 것으로 나타났다. 그중에서 응답자 속성에 따른 비교 분석 결과는 고부가가치 제품군(방사선 영상진단기, 전동식 수술 치료기) 관련 기업일수록, 그리고 직군별로는 개발자> 스텝> CEO 순으로 인식과 변화에 대한 대응능력이 높은 것으로 나타났다. 지속성장, 붕괴, 보존사회에 대한 3가지 시나리오에 대해서는 전반적으로 지속성장에 대한 선호도가 높은 것으로 나타났으나 붕괴 시나리오에 대한 CEO들의 우려가 다른 직군에 비해 월등히 높은 것으로 나타났다. 이러한 설문 결과를 바탕으로 효과적인 ICT 융합 의료기기 산업의 발전 전략구성을 위해 3가지 주제의 제언을 제시하였다.
