There have been constant and various attempts globally to increase voter participation since low turnout could weaken the representativeness and legitimacy of the elected, thus threatening its foundation of representative democracy. However, Korea has been lagging behind this worldwide tendency of introducing new technologies and institution that could possibly contribute to higher turnout. This study analyzes the attitude of the national assembly towards the decision to introduce new technologies and institution in terms of election. Case studies, legislative staff polls and in-depth surveys have been adopted as methodological tools for the analysis. The first finding of the study is that the national assembly tends to seek private interests depending on the position of the parties when reviewing certain technology or institution related to voting, and that the decision is affected by political interests rather than technical factors such as security or stability. Secondly, while the security and stability still matter when deciding whether to adopt it or not, it is considered that facilitation and improvement in voters’ accessibility and convenience are also critical elements. This tendency becomes especially clear when each party’s supporters vary in terms of age, generation or information. Thirdly, as a consequence of the previous findings, the adoption of emerging technologies or institution depends on the political interests and supporting power of parties.
In conclusion, it should be preceded by the establishment of a politically neutral and objective organization to decide the introduction of electronic voting as a policy alternative to the introduction of electronic voting. Through this organization, they have to keep the parties and congressman away from rent-seeking attitude and recover the public trust on policy implementation through specialization of technical evaluation.
전 세계적으로 낮은 투표율을 극복하기 위한 다양한 시도들이 계속되고 있다. 투표율 하락은 대의성, 정당성 등을 약화시켜 대의민주주의 근간을 흔드는 원인이 되기 때문이다. 그럼에도 불구하고 우리나라는 투표율 제고에 기여할 것으로 예상되는 새로운 기술과 제도의 도입이 지체되거나 실패하고 있다. 이 연구는 선거와 관련된 기술 및 제도 수용을 결정하는 국회의 수용태도를 분석, 연구하였다. 이를 위한 연구방법으로, 사례조사연구와 국회보좌진 설문조사와 분석, 전문가 심층조사 등을 활용하였다. 이를 통해 첫째, 국회는 투표율과 관련한 기술이나 제도를 심의할 때, 정당의 유 $\cdot$ 불리에 따라 사익을 추구하는 경향이 강하였으며 보안성과 편이성과 같은 기술적 요소보다 정치적 이해의 크기가 수용을 결정하는 주요한 원인이라는 것을 입증할 수 있었다. 둘째, 신규 도입되는 기술이나 제도의 보안성과 안정성은 수용을 결정하는데 있어 여전히 중요한 요소로 작용하지만, 유권자 접근성 및 편이성 개선도 중요한 요소로 부각하고 있다. 이는 각 정당의 지지 세력이 연령이나 세대, 정보격차의 차이를 보일 때 더욱 극명하게 드러나는 특징이 있었다. 셋째, 이상의 연구결과를 종합하여 볼 때, 국회가 심의하는 투표율 관련 기술이나 제도의 수용은 정당의 정치적 이해, 즉 정당을 지지하는 세력의 기술수용성에 수렴한다는 것을 알 수 있었다.
따라서 전자투표 도입의 정책적 대안으로 전자투표 도입을 결정하는 정치적으로 중립적이고 객관적인 기구의 출범이 선행되어야 할 것이다. 이를 통해 국회의원 및 소속 정당 간 유·불리에 따른 사익추구경향을 배제하고, 기술평가의 전문성을 높여 제도 수용 및 시행의 신뢰성을 회복하도록 하여야 할 것이다.
