This thesis examines the ideal and reality of the Safe-Net project. Safe-Net is the nationwide radio telecommunication infrastructure for all safety-related workers and first responders. Contrary to traditional radio networks that serve individual agencies, Safe-Net was imagined as the universal, interoperable network that connects 300,000 safety-related personnel from various agencies: police, fire department, medical facilities, army and navy, and local governments. This thesis explains how the central government’s grand imagination on centralized disaster response was translated into the key design features of Safe-Net, such as the radio standard, the communication style, personal devices, and the network topology. These ideal designs, in turn, generated unexpected tension with actual labor, practices, and environments of emergency response and eventually led to catastrophic results of endless delay. To better anticipate and avoid these conflicts, the thesis suggests that the Safe-Net’s builders must consider social, cultural, and political dimensions of material networks without decontextualizing them from the real world. This thesis highlights the need for complementary understanding on technological and organizational arrangements in disaster studies, and calls for more dialogues between the material and the non-material aspects of disaster policies.
이 연구는 세월호 참사 이후 다시 주목받고 있는 재난안전통신망(이하 재난망) 사업의 이상과 현실을 살펴본다. 대구 지하철 화재를 계기로 제안된 재난망은 긴급 상황 시 소방, 경찰, 의료, 지자체, 군 등 관련 기관이 모두 등록되어 소통할 수 있는 통합형 무선통신망으로 일사불란한 재난 대응을 위한 필수적 인프라로 이해되고 있지만, 현재까지 끊임없이 지연되며 쉽게 완성되지 못하고 있다. 이 연구는 재난망 사업의 연속적 실패가 이 인프라가 담아내고자 하는 재난관리에 관한 중앙 정부의 상상과 실제 재난 사이의 간극에서 비롯된 것이라고 설명한다. 중앙 정부는 재난망을 통해 흔히 ‘컨트롤 타워’로 비유되는 강력한 중앙 집중형 명령과 통제를 실현하고자 했다. 그러나 이러한 상상은 현장 요원이 실제로 수행하는 업무나 재난이 일어나는 환경과 예상하지 못한 마찰을 일으켰다. 사업 과정에 일어난 단말기, 기지국, 소프트웨어 등의 디자인에 관한 토론은 재난망의 물질적 요소가 재난관리에 관한 사회기술적 상상이 투영되고 협상되는 장으로 작동했다는 것을 보여준다. 이러한 분석을 바탕으로, 이 논문은 실질적으로 작동하는 재난망을 완성하기 위해서는 단순히 첨단 기술만이 아닌 재난 현장의 환경과 노동을 보다 현실적으로 포착하는 재난관리에 관한 대안적 상상이 필요하다고 주장한다.
