Since the ISO Management System Standard was introduced twenty years ago in Korea, the number of certification has grown up continuously to become 10th in the world. The actual number of domestic certification is more than eighty thousand in March 2016 and the number has increased on the average by 6.7% each year. Despite the increase of the ISO certification number, it is unclear whether the business recognizes the positive side of the process. Considering the fact that the number of firms canceled the certification is almost 63% and the number of firms that changed the certification body is up to 37%, there is a significant concern. Therefore, the accurate assessment of the credibility of ISO certification process and its effect is considered critical.
As the number of firms acquiring ISO Standard has increased and maintained it, there has been extensive research on examining its effect of it. However, the objective of the research mainly focused on small businesses, specific region or specific industry, and therefore, there is a need for more practical and integrative research targeting entire firms.
This objective of the research is whether the ISO Standard certification process directly affects the firm’s performance and whether the duration of the certification and change of certification body has the moderating effect on it. The business outcomes are divided into two; direct financial outcomes and indirect non-financial business outcomes based on the previous studies. The result of the research shows that the ISO certification’s operation had a positive impact on the corporation’s business outcomes both directly and indirectly and draws a conclusion from a prediction that the degree of its business outcome is related to the duration of certification by using the statistics and surveys of their relationships to each other and its effect on the business outcomes.
Through the analysis of the impact of certification process, our research confirms the indirect effect of the certification process. It is expected that this study is used as a good reference information for the wide spread of the process for domestic firms.
ISO 국제표준 인증제도가 우리나라에 도입된 이후 ISO 경영시스템 인증은 양적인 면에서는 많은 성장을 거듭해오고 있으며, 현재 인증서 숫자로는 세계 10위 수준으로 규모면에서 ISO 인증산업은 다른 어떤 산업군보다도 더 경쟁력 있는 산업으로 발전해 왔다. 국내 인증기업은 2016년 3월 현재 약 8만여개 조직이 인증을 유지하고 있으며, 지난 10년간 연평균 인증기업 증가율은 6.7%일 정도로 인증산업은 지속적으로 성장하고 있는 중이다. 따라서 ISO 인증제도의 신뢰성 제고, 즉 인증의 효과에 대한 명확한 측정과 홍보는 인증제도의 양적 성장 이상으로 중요한 과제로 요구받고 있다
이렇게 국제표준 인증을 획득하고 유지하는 기업이 증가함에 따라 인증획득의 효과를 검증하고자 하는 선행 연구들이 이루어졌으나, 연구대상이 중소기업 혹은 일부 지역 및 산업군에 치중되어 있어 전 기업을 대상으로 실증적인 연구가 필요하다는데 주목하였다. 특히 연구의 주된 데이터 수집처인 기업의 설문조사 결과는 불특정 다수 기업을 대상으로 한 설문이라는 것에 한계가 있다고 보았으며, 보다 실질적이고 명확한 결과를 도출할 필요가 있다고 판단하여 국내 인증기관의 협조를 구한 설문으로 타양한 통계 분석 기법을 통해 결과를 분석하였다.
따라서 본 연구는 국제표준 인증의 운영활동이 기업 경영성과에 영향을 미치는 지 여부와 인증의 유지기간과 인증기관의 전환이 경영성과에 조절효과가 있는지를 확인하기 위해 가설을 설정하였다. 각 가설검정 결과 인증운영 활동이 기업의 간접적인 경영성과에 긍정적인 영향을 미치고 있는 것으로 확인하였으며, 경영성과의 강도는 인증유지 기간에 정(+)의 영향이 있음을 확인하였다.
또한 기업이 국제표준 운영을 통해 직접적인 경영성과를 단기간 내에 기대하기는 어려우나, 간접적인 경영성과가 높아질 경우 조직의 직접적인 경영성과에도 정(+)의 영향이 있는 것으로 연구결과가 도출되어 국제표준의 운영이 조직의 직접 및 간접적인 경영성과 모두에 긍정적인 영향을 미치고 있음이 실증되었다.
본 연구 결과인 국제표준 인증의 효과와 조직의 경영성과 분석을 통해 국제표준 인증 특성과 가치를 재발견하고 이를 국내 인증 산업계에 전파하여 기업의 경영성과 제고 뿐 아니라 인증제도의 발전에 토대가 되는 참고 정책 자료로 활용되기를 기대한다.
