Recently, there have been significant interests and considerations in supporting of small and medium businesses. A noted one is the law for promotion of small and medium businesses. A principal part of the law is a selection of rearing category with priority to small and medium businesses.
The purpose of this study is to analyze the above policy. Because of diversities and properties of small and medium businesses, there should be a selection policy according to their characteristics. This study introduces a method of classification of industry by their properties and characteristics and tries to help a decision maker for selecting an appropriate policy. A statistical hypothesis test is carried out by comparing preselected category with priority and without priority. This study tries to quantify the criteria which are mentioned in the above law. The criteria are for the purpose of becoming a small and medium businesses to be reared with priority. Finally three types of models are presented to select rearing of small and medium businesses in the future through statistical analysis of previous data.
