This thesis examines some of the limitations of the Korean marine pollution disaster management system, focusing on the Hebei Spirit oil spill in 2007 as a case study demonstrating these limitations. This thesis shows that the management system is based on the notion that disasters are simply large-scale accidents; the system then fails to take into consideration ecological vulnerabilities and socially produced risks. An examination of policy documents and the annual budgets of public agencies also reveals unrealistic assumptions about their capacities to sufficiently handle disasters and the efficacy of their collaborations. Moreover, an analysis of post-spill environmental impact assessments shows that the system takes a compartmentalized view of the ecosystem, consequently producing ignorance as to the actual state of the environment.
본 논문은 허베이 스피리트호 원유유출의 사례를 통해, 한국의 해양오염 재난관리체계가 가지고 있는 한계점들을 분석한다. 특히, 재난관리체계의 기본 전제들이 실제 재난의 특성을 반영하지 못하는 것에 주목한다. 첫째, 한국의 해양오염 재난관리체계에서 재난은 사고와 동일시되고, 재난이 여러 요인들에 의해 장기적으로 형성된다는 것은 고려되지 않는다. 이로 인해 방재계획들은 선박 충돌 등의 사고방지에만 중점을 둔다. 둘째, 재난관리 매뉴얼은 관련 기관들의 업무 수행 능력과 협력관계에 있어 이상적, 정상적인 상황을 가정하고 이에 기반하여 재난 대응 계획을 제시한다. 하지만 실제 재난 상황에서는 관련 기관들의 역량과 협력 부족으로 인하여, 재난 대응 계획은 현실화되지 못한 이상으로만 남게 된다. 또한, 재난 이후의 환경 영향 조사에서 환경은 파편적으로 이해되는 경향이 있고, 생태계 전반에 대한 총체적인 분석은 결여되어 있다. 이러한 접근은 환경 복원 과정에서 근시안적 계획 수립과 선택적 자료 해석 등의 문제를 야기한다.
