Since the discovery of the Iraq’s secret nuclear programme in 1991, the concept of nuclear trans- parency have played pivotal role of ensuring correctness and completeness of the state-provided information. However, while people consider nuclear transparency as a level of accessibility of the IAEA on information of a state's nuclear activities, there emerged insoluble problem that “how much transparency is transparent enough.” I started from the notion that nuclear transparency is a political and cultural concept, having the is- sue of mutual trust at stake. In this thesis, I looked inside South Korea’s nuclear control policy and analyzed state-level actions affected the construction of transparency. I especially highlighted the 2004 incident as a transitional moment of Korea’s nuclear control policy. Previous discussions on the 2004 incident were mainly focused on whether the Korean government intentionally violated the nuclear non-proliferation treaty or not. These discussions were ostensibly terminated by the IAEA’s report, which technically verified the small mag- nitude of the past KAERI’s experiment. However, this thesis brought out the transparency issue from the inci- dent and reconstituted the case to answer for the question on the real cause of the incident. The policy reform after the 2004 incident has constructed transparency in multiple levels. As a proactive corrective action to provide retrospective transparency, it involves a political intention of South Korean government that of build- ing trust on the transparency provider itself. At the same time, the establishment of KINAC is a big evolution of the state’s safeguards implementing system. It improved trust on transparency generating system by en- hancing autonomy of the safeguards implementing organization.
1991 년 이라크 미신고 핵무기 개발 프로그램 발견을 계기로 관련 정보의 완전성을 담보할 수 있는 방향으로 안전조치가 강화되며 핵투명성이 안전조치의 주요 가치로 부상했다. 그러나 국제원자력기구가 접근할 수 있는 정보의 수준을 핵투명성과 동일시하는 관점에서 연구자들은 ‘얼마나 투명해야 투명한가’라는 풀리지 않는 질문을 마주할 수밖에 없다. 본 연구는 핵투명성이 정보 취급에 관한 문제를 넘어 상호 신뢰를 바탕에 둔 정치적이고 문화적인 개념이라는 점에 착안해 수행됐다. 한국원자력연구원의 2004 년 미신고 핵물질 실험 사건은 한국 핵비확산 정책에 있어 중요한 변화의 순간이다. 본 연구는 1990 년대 초반부터 2000 년대 중반까지 한국 국가안전조치체제의 역사를 살핌으로써 2004 년 사건의 원인과 결과를 다각도에서 분석했다. 또한, 사건을 둘러싼 국내외 담론 분석을 통해 국가안전조치체제 개혁의 정책적 의미가 핵물질에 관해 공유되는 정보의 양과 질 개선에 그치지 않는다고 주장했다. 핵투명성 구축에 있어 국가가 집중해야 할 일은 결국 기계적 차원의 정보 공개가 아니라 공개된 정보를 신뢰할 수 있는 제반 건설이기 때문이다.
