This paper analyzes the effect of capital flow management policies (CFMs) on extreme capital flow movements. We identify CFMs for 21 countries (6 high-income, and 15 low-income) from 1999 to 2008 and classify them into capital controls and other CFMs based on whether there is a discrimination between residents and nonresidents. We find that capital controls are more effective on adjusting net capital flow episodes than other CFMs. We also find that CFMs have a similar effect on gross capital flow episodes. The analysis on capital flow volume shows that CFMs are not effective on both net and gross capital flow volume. The results suggest that CFMs, especially capital controls, could be employed as policy toolkits for mitigating extreme capital flow movement.
본 연구는 자본흐름 관리 정책(CFMs)이 급격한 자본흐름(capital flow episodes)에 어떠한 영향을 미쳤는지 실증적으로 분석한다. 1999년부터 2008년까지 21개국에서 도입된 CFMs를 조사하여 정책들을 거주자와 비거주자간에 차별이 존재하는지에 따라 자본통제(capital controls)와 기타 자본흐름 관리 정책(other CFMs)으로 분류하였다. 먼저, 실증 분석을 통하여 순 자본흐름의 급격한 움직임을 조절하는 데에 있어서 자본통제가 기타 자본흐름 관리 정책보다 더 효과적임을 보였다. 또한, CFMs가 총 자본흐름의 급격한 움직임을 조절함에 있어서도 순 자본흐름의 경우와 유사한 영향을 미침을 확인할 수 있었다. 마지막으로, CFMs와 자본흐름의 크기간에는 통계적으로 유의미한 관계가 없는 것으로 나타났다. 본 연구 결과는 CFMs, 그 중에서도 특히 자본통제가 급격한 자본흐름을 조절하기 위한 정책으로 사용될 수 있음을 보여준다.
