The use of service design for the development of local public services has increased over the years. Especially, the use of design at the front-end, or service planning stage of the development process can have stronger impact than on the later stages. However, current use of service design is a form of borrowing general service design process. There is a lack of consideration of the special environment of local public service design in front-end. It needs to apply service design to plan the service with careful consideration of the environmental characteristics of local administration. The study has three research aims. Firstly, design utilization framework in service planning phase is to be established by adapting service design process into the local public service development process. Secondly, the local public administrative conditions in service development are to be identified. Finally, the influences of the conditions on conducting service design methods suggested in the framework are to be identified. It was found that 6 administrative conditions including ‘internal infrastructure for communication’, ‘Specialized task system of civil officials’, ‘Sporadic or continuous planning environment’, ‘Pre-decided and fixed consultative bodies’, ‘Institutional restriction’, and ‘public opinion-dependency’. The research identified three environment type in local public service development based on the influence of the administrative conditions on conducting service design methods. The first type is about service targets and objectives, which influence on conducting design methods for identifying current service states and user needs. The second type is about the government-related consultative bodies, which influence on conducting design methods for delivering service concepts. The final type is about the situation of planning a new service. It influences on conducting design methods for identifying service stakeholders and for building implementation strategies. As an implications, the study suggests a kits for guiding to select appropriate service design methods based on administrative conditions for local public service design. The study has significance for providing specific service planning process that could be actually used in local public service design based on the administrative conditions. The main contribution of the study lies in providing both of service designers and local government with the understanding of optimal use of service deign in service planning based on administrative conditions, which can be reach to devise the macroscopic strategies for applying service design in local public context.
서비스 디자인을 통한 지자체 공공 서비스 개발 사례가 늘고있다. 특히 서비스 개발의 앞 단인 기획 단계에서의 디자인 활용 가치가 높이 평가되고 있다. 하지만 현재 사례의 대부분은 일반적인 서비스 디자인 프로세스를 그대로 차용하고 있으며 지자체의 특수한 공공 서비스 개발 환경을 고려하지 못하고 있다. 본 연구는 지자체의 공공 서비스 기획 단계에서의 서비스 디자인의 활용 방안과 이에 영향을 미치는 행정여건을 파악하기 위한 목적으로 진행되었다. 세부 목적은 다음과 같다. 첫 째, 지자체 공공 서비스 기획을 위한 디자인 활용 프레임워크를 구축한다. 둘 째, 지자체 공공 서비스 개발과 관련한 행정여건을 파악한다. 셋 째, 지자체 행정여건이 프레임워크 상에 제시된 디자인 방법 수행에 미치는 영향을 파악한다. 본 연구를 통해 '주민과의 소통을 위한 행정 인프라', '전문화/세분화된 공무원 업무 체계', '지속적/산발적 서비스 기획 환경', '사전 구성된 내/외부 협의체의 고정성', '제도적 구속성', '주민 의견에 대한 의존성'이라는 6가지 행정여건을 파악하였다. 그리고 각 행정여건이 서비스 기획 단계 별 디자인 방법에 미치는 영향에 기반하여 서비스 디자인을 통한 지자체 공공 서비스 기획 시 고려해야 할 서비스 개발 환경의 유형을 밝혔다. 첫 번째 유형은 서비스 대상 및 목적이 특수한 경우로 이는 서비스 현황을 파악하기 위한 디자인 방법 수행에 영향을 미친다. 두 번째 유형은 정부 소속의 협의체가 개발에 참여하는 경우로 이는 서비스 컨셉을 구현 및 전달하기 위한 디자인 방법 수행에 영향을 미친다. 마지막 유형은 새로운 서비스를 기획하는 경우로 이는 이해관계자 파악 및 서비스 실행 전략 수립을 위한 디자인 방법 수행에 영향을 미친다. 본 연구는 지자체의 공공 서비스 기획에 있어 디자이너와 지자체 소속 공무원 양 측의 입장을 고려한 디자인 활용 방안을 제시한다는 점에서 의의가 있다. 본 연구를 통해 밝힌 지자체 행정여건에 기반한 서비스 디자인 활용 가이드라인은 실제로 디자인을 통한 서비스 기회 단계 뿐만 아니라 지자체 입장에서 장기적인 디자인 활용 전략을 수립하는데 기여할 수 있을 것으로 기대된다.
