This study predicts the changes of the future road safety fields in 2030 through the analysis of factors of environmental change regarding the future road safety of Korea.
And, this is to present a future strategy for the changes of the future road safety.
First, analyzed the policy trends of domestic and international road safety and case studies and reviewed the preceding researches regarding the changes of road safety expected in the future. In addition, analyzed the environmental changes that may cause significant effect in road safety of the future, while dividing the changes into STEPPER categories.
Second, through the Delphi Survey Technique, investigated the drivers of change that will affect the country's road safety in 2030.
And, also investigated the appearance of road safety in 2030 brought by drivers of the changes while reviewing the effect of the change factors through trend analysis and research on Futures Wheel By reviewing the changes in the high-tech trends related to road safety while focusing on the intelligent transport systems and autonomous cars, the environmental scanning has been finished.
Third, by extracting the low importance variable while examining the drivers of future change in road safety, It constituted the framework for scenario analysis and evaluated the scenario accordingly. As the results, four scenarios are presented.
The idea of a 'accident-free safe soicety’ has been presented, which means completely eliminating road accidents, as Policy vision to enter into the advanced road society based on the scenario presented as above.
The ultimate goal of 'accident-free safe soicety' is to obliterate the numbers of the road fatalities and serious injuries
And therefore, all normal road users will be the subjects to the zero fatalities except for the self-harm drivers including drivers in drunk driving.
It means to obliterate the numbers of deaths and serious injuries rather than decrease of road accident rates, which has been a traditional aim of safety policy.
본 연구는 미래 환경변화요인 분석을 통해 2030년 우리나라의 교통안전분야의 변화를 분석하고 이를 대비한 미래전략을 제시하였다. 먼저 1장에서는 연구배경과 목적,연구방법론, 선행 연구 등을 검토하였다.
2장에서는 미래 교통안전 연구를 위한 환경스캐닝을 실시하였다. 이를 위해 STEPPER 범주로 나누어 미래의 교통안전에 영향을 미칠 수 있는 다양한 환경변화를 살펴보았다. 제3장에서는 최근 화두가 되고 있는 자율주행자동차 등 교통안전 첨단기술의 트렌드 분석을 실시한 후 SWOT 분석을 통해 강점과 약점, 위협요인과 기회요인을 분석하고 이에 대한 발전방안을 제시하였다. 4장에서는 2030년 미래의 교통안전에 영향을 미치는 영향요인을 분석하고 이에 대한 시나리오를 제시하였다. 선행연구와 환경스캐닝 등을 통해 도출된 영향요인들에 대해 델파이 조사를 실시하고 영향요인들의 중요도와 확실성·불확실성 여부를 조사하였다. 그리고, 불확실성이 높으면서 중요성이 크고 서로 관련성이 낮은 요인을 선정하여 시나리오 구성을 위한 프레임워크를 구성하였다. 먼저 중요도와 불확실성이 가장 높은 국민 교통안전 의식과 교통안전 과학기술을 한 개의 축으로 구성하고, 두 번째는 정부주도의 교통안전과 지역중심 전환이라는 두 개의 변수를 하나의 축으로 구성하여 프레임워크를 완성하였다. 이에 따라 총 4개의 시나리오가 도출되었다. 첫 번째는 정부주도의 계몽적인 교통안전사회로 운전자와 보행자에 대한 반복적인 교육과 홍보를 통해 교통안전을 확보하려는 사회이다. 두 번째는 정부와 지자체간 수평적 연계·협력체계를 구축하여 지역주민의 자발적인 참여로 교통안전을 이루려는 모습이다. 세 번째는 과감한 정부재정을 통한 혁신기술을 이용하여 교통사고를 획기적으로 줄이는 시나리오이다. 마지막 네 번째는 기존 기술을 활용하는 지역재생형 교통안전사회이다. 제5장에서는 제시된 시나리오를 바탕으로 교통선진사회로 가기위한 정책비전을 제시하였다. 2030 정책비전으로는“교통사고 없는 안전한 사회”를 제시하였다. 이를 위한 추진전략은 교통안전 제도.단속 강화, 국민 교통의식 선진화, 지역 교통안전역량 강화, 교통안전 첨단기술 발전 등 4가지를 제시하였다
