This thesis is a kind of process framework which is designed by simplifying each process of the future strategy for sub-policy implementation agencies and practitioners. Although the need for future strategy of individuals and organizations is on the rise in a rapidly changing modern society, it is not easy for peripheral-policy implementation agencies to deal with this due to the real constraints.
In the light of the fundamental constraints of sub-policy implementation agencies, the purpose of this study is to propose strategies for the future framework proactively reflecting various constraints. To this end, the study has reviewed theory of constraints (TOC), and then analyzed various future strategy frameworks in the field of futures studies. And this study has set the constraints by “vision” and "time-space-field" respectively, and designed future strategy framework which is able to be carried out effectively despite of such constraints.
Basically the final future strategic process framework has been proposed as connected modules of “theory-method-tool”. Except for the pre-stage which is a setup step of constraints, it is composed of four steps: (a) establishment the future issues library, (b) restructuring the future environment by using a questionnaire, (c) utilization of a scenario plot (archetype), and (d) planning “problem-solution" strategy.
Subsequently, this study has applied and evaluated the designed framework model to the actual policy implementation field. In this study, the above four-step was conducted through the Regional Tuberculosis Public-Private Mix (PPM) which is the main practitioner of the National Tuberculosis Care and Control Program. As a result, it turns out that the expected result of the future strategy has been derived from just two short workshops, through which this framework has been proven its possibility of practicality and applicability.
The major consideration of this study is centered on the real practical constraints. Above all, this framework emphasizes practicality. That is why this study is differentiated from the existing other studies. The same framework can be also applied into various policy areas in which many sub-policy implementation agencies take part. Furthermore, studies on method for additional application and popularization of this future strategy framework and on improving this framework to become “specialized future strategic process framework” for each organization and each implementation agencies remain as a future study agenda.
본 학위논문은 하위 정책수행기관과 실무자들을 위해 미래전략수립 각 과정을 축약하여 디자인한 일종의 프로세스 프레임워크 연구이다. 급변하는 현대사회에서 개인과 조직의 미래전략수립 필요성은 증가하고 있지만, 현실적인 제약으로 인해 말초 정책수행기관에서 이를 다루기란 쉽지 않다. 특히 과학적인 미래예측 작업이 선행되는 미래전략수립은 단순 전략수립에 비해 그 과정이 상대적으로 어렵고, 복잡하며, 따라서 많은 추가 자원을 필요로 한다.
본 연구에서는 하위 정책수행기관이 갖는 근본적인 한계를 바탕으로, 각종 제약요건을 적극적으로 반영한 미래전략수립 프레임워크를 제안하고자 하였다. 이를 위해 우선 경영학 분야의 제약이론을 검토하고, 미래학 분야의 다양한 미래전략수립 프레임워크를 분석하였다. 기존 연구에서 덜 중요하게 다루었던 제약요건을 ‘비전’ 및 ‘시간-공간-분야’ 별로 각각 설정한 뒤, 이러한 제약요건 하에서도 효율적으로 수행 가능한 미래전략수립 프레임워크를 디자인하였다.
최종 제안된 미래전략수립 프레임워크는 기본적으로 ‘이론-방법-도구’ 로 구성된 모듈의 연결 형태로 제안되었다. 제약요건 설정단계인 사전단계를 제외하면 총 4단계로, 각 단계는 (1) 미래이슈 라이브러리 구축, (2) 설문지를 활용한 미래환경 재구성, (3) 시나리오 플롯의 활용, (4) ‘문제점-해결방안’ 전략수립 으로 구성된다.
이어 디자인된 프레임워크 모델의 효용성을 알아보기 위해 실제 정책집행 현장에 이를 적용, 평가하였다. 본 연구에서는 국가결핵관리사업의 주요 수행주체인 지역사회 결핵 민간공공협의체(Public-Private Mix, PPM)를 대상으로 하여 위 4단계 프로세스를 수행하였다. 적용 결과, 두 차례의 짧은 워크숍만으로도 소기의 미래전략수립 결과가 도출되어, 본 프레임워크의 실용성과 응용 가능성을 확인하였다. 참가자들의 최종 평가설문 결과 또한 이러한 사실을 뒷받침한다.
현실적인 제약요건 중심의 프레임워크, 이론과 방법론에 근거한 미래예측과정의 포함, 하지만 무엇보다 실용성을 강조한 프레임워크라는 점에서 본 연구는 기존 연구들과 차별성을 갖는다. 본 연구사례 외에도 정책집행 하위 수행주체들이 참여하는 다양한 정책분야에 동일한 프레임워크를 응용하는 것이 가능하며, 나아가 개인이나 가족 단위까지 적용하는 대중화 방안도 모색할 수 있으리라 생각한다.
이러한 연장선상에서, 본 미래전략 프레임워크의 추가적용 및 대중화 방안 연구, 각 조직 또는 수행주체별로 특화된 ‘맞춤형’ 미래전략 프레임워크로의 발전연구는 향후 연구과제로 남는다.
