The purpose of this paper is to prove the relationship between the contextual features of the country’s culture and entrepreneurship using the correlation analysis. Boosting entrepreneurship and startups have been the proven resolution to exit the economic recession in many countries including the US and Israel. A new enterprise startup brings about the high economic value through the subsequent economic chain reactions such as creations of new jobs and employment. It is timely of tremendous importance in an era of low-growth. Korean government and Ministry of Science, ICT and Future Planning have also been promoting the entrepreneurship and startups with strategic and education policies allied with industry and universities, but Korea still lags behind innovative countries. The lack of entrepreneurship and startups stem not only from Korea’s compressed growth by state-driven economy for short period of time but also from deep roots of Korean culture, especially the uncertainty-avoidance culture. I used Hofstede’s four cultural dimensions for the cultural dimension index, and Global Entrepreneurship Monitor (GEM) data for the entrepreneurship index. I want to contribute to the future strategies for Korean economic development and enable the future generations to prepare with new insights by constructing the new schema of the relation between the uncertainty avoidance culture and Korea’s entrepreneurship. To sum up, my finding is that the uncertainty taking culture tends to be a stepping stone towards the new business chances in the future while plays as psychological buffer for the fear of failure, thereby leading to early entrepreneurship activities and innovation. Among GEM data, the perceived opportunity of business is the visible parameter between the culture and economic development and the ratio between entrepreneurship motivated by improvement and opportunity and the one motivated by necessity (% of Total Early Stage Entrepreneurship Activities(TEA)) might be used for the moderate predictor of economic growth rate.
사회.문화적인 지지 없이 창의적이고 기업가적인 역량을 갖춘 학생들 또한 창업가가 되기보다는 전문직 종사자가 되려고 하며 한 국가의 문화는 기업가정신 및 성공적인 창업을 위한 태도와 활동에 영향을 미친다. 본 연구는 한국이 혁신주도형 창업국가 중에 대학생 창업 비율이 매우 낮은 현상에 대한 문제 의식으로 시작하여, 보다 근본적인 창업 육성을 위한 해결책을 마련하기 위해, 불확실성을 수용하는 문화가 기업가 정신의 창업태도에 중요한 관계가 있음을 증명하였다. 또한 GDP 성장률에 대한 예측 지표로서 기회형:생계형 창업비율이 어느 정도 설명력이 있음이 확인되었다. 한국의 벤처 육성을 위한 장기적인 시계의 미래 전략은 법과 제도를 통한 일률적인 규제 혹은 지원을 통해 불확실성을 회피하거나 감소시키기보다는, 불확실성을 수용하는 문화 양성이 필요할 것이다. 이를 위해서는 범국민적인 의식개혁 및 미래 대안을 준비하게 하는 개방적인 사고교육이 초.중등 교육부터 선행되어야 한다. 또한 전국의 대학 및 창업센터에서 진행되는 기업가정신 교육과정에서 이 점에 대한 가치를 부여하고 미래의 불확실성 수용 및 기회인식을 제고하기 위한 커리큘럼과 콘텐트를 편성하기를 제언한다. 아울러 시의적으로 점점 중요성이 증대되는 불확실성과 불확실성 수용에 대하여, 사회 각계 각층에서 공감대를 형성하고 현 사회의 불확실성 회피-수용 정도를 보다 정확히 진단하고 측정하기 위해서, 홉스테드의 불확실성회피지수를 보완 및 정교화하거나 새로운 대안적 미래 지수를 개발할 필요가 있다.
