There are two prevailing approaches in manpower and educational planning. One of them is Manpower-Requirement (M-R) approach, and another is Benefit-Cost (B-C) approach. In M-R approach we can project the required manpower for the attainment of economic growth targets and decide the level of educational investment to supply them without considering the efficiency of resource allocation. On the other hand, in B-C approach we can calculate the internal rate of return (IRR) on investment in education under present educational system.
The purpose of this study is to integrate these two approaches in order to allocate limited investment resources for an education of college students in different fields more efficiently and to improve better distribution of human capital by readjusting the quotas for specific fields in terms of social rate of return (SROR).
본 논문은 투자 자원의 효율적 분배 관점에서 경제 성장 목표 달성에 필요한 전문 기술인력의 소요를 충족시킬 수 있도록 수익비용 접근방법 (Benefit-Cost Approach)과 인력-소요접근 방법 (Manpower-Requirement Approach)를 결합함으로써, 공과 대학의 각 학과별 정원 조정을 가능케 하는 모형을 개발하는데 있다.
수익-비용 접근방법에 따라 교육 투자에 대한 수익(Benefit)을 초임 ($Y_0$)의 함수로 측정하고 비용 (cost)를 직접 교육비와 기회 비율의 합으로 산정하며 각각의 현재가치 (present value)를 일치시키는 초임-수익률의 관계 ($Y_0$-i Relationship)를 도출한다.
한편, 인력-소요 접근방법에 의하여 결정된 인력 공급에 따라 초임은 변동하므로 초임-수익률 관계에서 각 학과별 졸업생의 교육 투자수익률 (IRR: Internal rate of Return)과 사회적 투자수익률 (SROR: Social Rate of Return)과의 비교, 그리고 각 학과의 투자 수익률 간의 비교를 통하여 학과별 정원 조정이 가능하고 학과간의 투자 우선 순위를 추정할 수 있다.
