Promotion of nuclear power is, in some cases, considered to be associated with nuclear proliferation. A country that is developing a nuclear energy program needs to be willing to be transparent about its nuclear power development and also needs to commit to nonproliferation norms. A related question is “How would transparency of nuclear power development in a country be related to the nuclear nonproliferation commitment of a state”? If transparency is positively related to nuclear nonproliferation, then nuclear transparency would be an essential prerequisite for nuclear power development to ensure confidence in that country’s nuclear nonproliferation. This study formulated the hypothesis that a higher level of nuclear transparency is positively related to nuclear nonproliferation. To verify the hypothesis, an expert survey was conducted regarding nuclear transparency profiles of selected countries. Based on a simple framework to define the nuclear transparency of a state, the survey asked a group of experts in nuclear nonproliferation to investigate how experts view the concept of nuclear transparency for civilian nuclear power development and how experts rate different countries with respect to their nuclear transparency status. The results of the survey are discussed and are expected to basis for developing a quantitative model for state-level nuclear transparency.
핵비확산은 국제사회에서 원자력 에너지 발전과 더불어 끊임없이 지향하는 바이다. 대북 대치 상황에서 핵개발 의혹을 받고 있는 대한민국의 지정학적 요건 상, 우리의 투명성 확보를 위한 노력은 지속되어야 한다. 더불어 신흥 원전 도입국도 원자력 에너지를 지속적으로 개발하기 위해선 핵투명성 확보를 통해 국제사회로부터의 신뢰를 쌓는 것이 필수적이다. 따라서 국가 핵투명성의 평가 모델이 개발된다면, 이는 국가의 원자력 활동의 신뢰도에 있어 주요한 역할을 할 것이다. 하지만 아직까지 핵투명성을 평가하는 개념이 원자력 사회에 정립되어 있지 않으며 이에 대한 평가 인자가 구축되어 있지 않은 실정이다.
본 연구에서는 국가 핵투명성이 높을 수록 핵비확산에 긍정적인 영향을 끼친다는 가정 하에, 핵투명성의 개념을 정립하고 이에 대한 국가 차원의 평가를 진행하였다. 먼저 핵투명성의 정의, 필요성, 핵비확산과의 관계, 핵투명성의 형태, 신뢰도와의 관계와 같은 개념적 정립을 하였다. 두 번째로, 핵투명성에 영향을 주는 인자를 파악하기 위해 총 25개의 국가에 대한 정보를 분석하여 (1) 국가 개황, (2) 핵비확산 레짐 현황, (3) 국제 양자간/다자간 협력 현황, (4) 원자력 약사, (5) 핵연료주기 정책 현황, (6) 정성적 핵투명성 평가를 다루었다. 세 번째로, 25개 국가의 핵투명성 평가를 진행한 전문가 설문 결과에 대한 분석을 하였다. 그 결과, 국가 핵투명성의 평가 인자를 확인하고, 국가별 핵투명성 지표가 생성되었다.
향후 본 연구는 국가 핵투명성 정량적 평가모델 개발에 선행 연구로 사용될 예정이다. 이는 각 국가의 핵투명성 정도에 대한 객관적 지표를 제시하여, 전세계 핵비확산에 기여를 할 것으로 예상된다.
