This is a study on the evaluation of managerial efficiency in the public enterprises.
To evaluate managerial efficiency, it is necessary to examine synthetically the establishment of management objectives; the selection of evaluation criteria for the scientific measurement of the degree of fulfillment of the established objectives; the determination of the relative importance, standards and the evaluating scales of each criterion; the organization and operation of the evaluation committees; and other required evaluation procedures.
According to the literature review on the evaluation of managerial efficiency in the public enterprises, no decisive conclusion is drawn.
As to evaluation criteria, the sole criterion of profitability is not so important in the public enterprises because of their publicness, though it is very important in the private ones.
Therefore, composite criteria are used for the evaluation of managerial efficiency in the public enterprises. Because of the heterogeneity between public enterprises, it is almost impossible to establish the evaluation criteria which can be applied to all public enterprises.
In this thesis the composite criteria are derived for the manufacturing public enterprises by combining the criteria which are suggested in various literature.
Evaluation criteria are divided into five large categories such as contribution to national economy, production, finance, organization and personnel marketing.
Each category is divided into several sub-criteria which can be applied in practice.
Finally, the above results are empirically examined through case study.
The Korea Fertilizer Company, which is one of the biggest public enterprises in Korea, was evaluated in the case study. Evaluation criteria consist of four categories such as contribution to national economy, production, finance, organization and personnel.
The category of marketing was excluded because there was no importance in marketing activities in this company. Weights of these sub-criteria are derived from the suggestions by the committee composed of the on-going members of the firm.
In this way, the score 87 is derived as the index of managerial efficiency of this company in the year of 1975.
Managerial efficiency index of this model is neither a complete nor a conclusive one.
But the index can be applied to the comparison of managerial efficiency between a number of homogeneous firms or between a number of periodic performances in a firm.
본 논문은 공기업에 있어서의 경영효율의 평가에 관한 연구이다. 경영효율을 평가하기 위하여는 경영목표의 설정, 목표달성 정도의 객관적 측정을 위한 평가기준의 선정, 각 기준의 상대적 중요도 표준치 및 평가구간의 결정, 평가위원회의 구성 및 운영, 기타 필요한 평가절차 등을 종합적으로 검토하여야 할 것이다.
공기업에 있어서의 경영효율의 평가에 관한 지금까지의 연구는 결정적인 결론을 제시하지 못하고 있다. 평가기준에 있어서 수익성은 사기업의 경우에는 아주 중요한 평가요소이지만 공기업의 경우에는 그 자체의 공공성 때문에 수익성의 비중이 그리 크지 못하다. 따라서 공기업의 경영효율을 평가하는데는 수익성 이외에도 여러가지 평가기준을 혼합한 복합기준을 사용한다. 각 공기업은 서로 상이한 성격 때문에 모든 공기업에 전면적으로 적용할 수 있는 평가기준을 선정하는 것은 거의 불가능하다. 본 논문에서는 각 문헌이 제시하고 있는 여러 평가기준을 종합하여 제조업체인 공기업에 있어서의 경영효율을 평가하기 위한 기준을 도출하였다. 평가부문은 크게 국민경제기여도, 생산, 재무, 조직 및 인사, 마아케팅으로 나누고 각 부문마다 적용도가 높은 평가기준을 선정하였다.
끝으로 이를 사례연구를 통하여 실증적으로 적용하였다.
대상 기업은 국내유수의 비료생산업체인 한국비료공업주식회사이다. 평가부문은 마아케팅을 제외하여 국민경제기여도, 생산, 재무, 조직 및 인사의 넷으로 하고 각 평가부문마다 4∼6개의 평가기준을 선정하였다. 각 평가 기준의 가중치는 이 회사의 실무자들로 위원회를 구성하여 이들의 설문 응답결과를 이용하였다. 이렇게 하여 1975년도의 이 회사의 경영효율지표를 87로 구하였다.
이 모형에 의한 경영효율지표는 완전한 것은 아니다. 그러나 어느 정도 동질적인 기업간에 있어서 또는 어느 기업의 기간별 비교에 있어서의 경영효율을 비교하는데 유용한 자료가 될 것이다.
