Recent emphasis on effective defense management has brought about wide-spread interest among military decision makers on the use of military systems analysis.
One of the important problems in the area of defense management is that of selecting the optimal R & D projects proposed which will accomplish the specified military objectives.
Due to the limitation of scarce economic resources for the national defense, military decision makers are faced with the problem of how to effectively select among several proposed projects the optimal ones which are capable of attaining the desired military goals.
The purpose of this study is to develop a model for selecting optimal military R & D projects.
In this model the most important criterion for selection or projects is military value of the project, and other criteria such as time, cost and promise to success are also considered.
A computer model is developed for convenient and procedurized application of the developed methodology and the model is excercised using hypothetical data.
미국의 한국에 대한 군사원조의 삭감 및 예측되는 군원 종결을 앞두고 한국의 국방문제는 미국에 의한 군원 의존 체제를 벗어나 자주국방의 태세를 갖추지 않으면 안되게 되었다.
따라서 국방분야의 연구개발은 어느때 보다 절실히 요청되고 있다.
그러나 한국의 경제력, 과학기술의 수준, 인적자원의 제한으로 인하여 필요한 연구개발 활동을 동시에 모두를 수행할수는 없으며 이에 따라 연구개발사업에 대한 선정문제가 대두된다.
본 논문에서는 이와 같은 상황을 염두에 두고 연구개발사업을 선정해야될 관리자 또는 사업선정을 위해서 의사결정권자에게 필요한 조언을 제공해야 될 위치에 있는 관리자에게 도움을 주기 위해서 군 R & D 사업선정을 위한 방법과 절차가 제시된다.
본 연구에서 군 R & D 사업 선정을 위한 가장 중요한 요소로 사업의 군사적인 가치를 고려하고 있으며 이 군사적인 가치에 의하여 우선순위를 부여하므로서 1차 선정을 하고 추가적으로 사업의 수행에 소요되는 비용, 기간, 성공전망을 고려하므로서 최종 선정을 한다.
