Most of the traditional R & D project control techniques relate cost/time rather than cost/progress/time. But controlling by cost/time is apt to yield erroneous conclusions.
In this thesis a control model which can be used in various development project control is developed. In the model the cost, progress, and time are considered simultaneously, and the planned costs corresponding to the actual progresses are easily traceable. And the difference between the planned cost to achieve actual progress and the actual cost provides a cost/effectiveness measure.
Systematic procedures to use the control model are also developed, in which the work breakdown structure is utilized in order to obtain the total planned and actual project cost, and those of each work-element costs with time.
A computer program based on the control model is presented to demonstrate the actual applicability of the control model.
All these control techniques are applicable for the R \& D controls in the Korean R \& D organizations.
기존 통제 기법은 진도/시간보다 비용/시간에 치중하고 그것들 을 동시에 고려하지 않았다.
본 논문에서는 비용, 진도, 시간을 동시에 고려하고, 한국적인 여건에서 개발사업에 효과적으로 적용할 수 있는 통제 모델을 개발했다.
이 모델은 비용/시간, 진도/시간을 나타내는 2개의 도표를 수직으로 연결 동시에 사용함으로써, 실제 진도에 대한 계획된 비용을 용이하게 추적하고, 그 결과 실제 사용 비용의 효과적인 사용 여부를 판단 가능케 했다.
본 논문에서는 계획 과정에서 작업 세분 도표를 활용함으로써, 전체 사업과 요소 작업별 계획 및 실제 비용을 용이하게 산출 가능하고, 그 결과 모델의 효과적인 활용을 기할 수 있는 체계적인 통제 절차를 확립했다.
국내에서 점증되는 전자 계산기의 이용 추세는 곧 통제 분야에도 파급될 것에 대비하여 콤퓨타 모델도 함께 개발되었다.
본 논문에서 개발된 통제 기법이 활용되기 위해서는 요소 작업별 비용 산출이 가능해야 하며, 그것은 국내연구소의 현재 여건을 조사한 결과 충분히 가능하였다.
