As urban sustainability becomes a worldwide issue, various efforts are done or in progress to pursue it by international institutions and municipal governments. However, during attempts to achieve urban sustainability, such concerns still remain: (1) how should we pursue urban sustainability?, and (2) are we doing it right?. Moreover, the conventional development paradigm is recognized not to be able to pursue urban sustainability especially in the engineering field. Thus, it is required to show a direction how to pursue urban sustainability in an efficient manner. In this context, this study aims to develop an evaluation framework for sustainable urban metabolic infrastructure. To achieve this aim, three objectives are established. First, sustainability is interpreted within in a theoretical and systematic manner through reviewing the sustainable characteristics of the natural ecosystems. This interpretation provides a theoretical basis for ‘directioning’ how to pursue sustainability for urban metabolic infrastructure. As a result, principles for sustainable urban metabolic infrastructure are derived. Second, based on the principles, a systematic evaluation framework is developed using Axiomatic Design to reflect the principles for pursuing sustainability and to provide an efficient process in checking and evaluating performance of sustainable urban metabolic infrastructure. At last, indicators are developed for evaluation of urban metabolic infrastructure. These indicators provide quantitative evaluation results which help decision-makers for establishing sustainable strategies and policies. Consequently, this study provides two guidelines to pursue sustainability of urban metabolic infrastructure: (1) a guideline to show the direction of sustainability based on ecological perspective and (2) a quantitative guideline for urban metabolic infrastructure through rational indicators which are proved to be mutually exclusive and collectively exhausted. Through the process of deriving principles for ‘directioning’ and developing indicators for measuring sustainability, especially for urban metabolic infrastructure, this study believes that urban metabolic infrastructure can be evaluated in a rational manner and contribute to urban sustainability. As this study suggests a framework considering theoretical, systematic, and practical perspectives, further study is suggested to: (1) increase accuracy and applicability, and (2) develop principles and indicators for other fields of cities such as social or economic fields.
도시 지속가능성이 전 세계적인 이슈가 됨에 따라, 도시 지속가능성을 추구하기 위한 국제기관 및 지자체들의 다양한 노력이 이루어지고 있다. 하지만 이러한 노력들을 추구함에 있어, 다음과 같은 의문을 가지게 된다: (1) 도시 지속가능성은 어떻게 추구해야하는가?, (2) 과연 제대로 추구하고 있는 것인가?. 아울러, 기존 발전 패러다임은 특히 엔지니어링 영역에서 지속가능성을 추구함에 한계가 있는 것으로 비판되고 있다. 따라서 도시 지속가능성을 위해 보다 효과적으로 추구할 수 있도록 그 ‘방향성‘을 제시할 필요가 있다. 이런 맥락에서 본 연구는 도시 물질대사 인프라를 위한 평가체계를 개발하고자 한다. 본 연구는 다음과 같이 3개의 세부 목표를 수립하였다. 첫째, 지속가능성에 대한 이론적 해석을 통해 도시 물질대사 인프라의 지속가능한 방향을 수립하고자 하였다. 생태계의 지속가능한 특성에 대한 고찰을 통해, 지속가능한 도시 물질대사 인프라를 위한 방향성을 이론적이고 시스템적 관점에서 원칙(principle)을 통해 제시하였다. 둘째, 원칙에 근거하여 공리적 설계이론을 통해 체계적이고 효율적인 평가지표 도출체계를 수립하였다. 원칙에 근거함으로서 이론적 기반을 마련하였으며, 공리적 설계를 적용하여 상호배타적이며 편재적인 평가지표를 개발 할 수 있는 도출체계를 수립하였다. 마지막으로, 도시 물질대사 인프라를 정량적으로 평가할 수 있는 평가지표를 개발하였다. 이 지표들은 정량적인 결과를 통합적으로 보여줄 수 있어 지속가능한 도시 물질대사 인프라를 추구하기 위한 의사결정 시 지원 도구로서 활용 가능하다. 결과적으로, 본 연구는 도시 물질대사 인프라의 지속가능성을 추구함에 있어 다음과 같은 가이드라인을 제시한다고 할 수 있다: (1) 생태학적 관점에서 지속가능성을 추구하기 위한 방향성을 제시하는 가이드라인과 (2) 도시 물질대사 인프라의 지속가능한 정도를 정량적으로 측정 및 평가할 수 있는 가이드라인. 본 연구는 지속가능성에 대한 이론적이고 체계적인 방향성을 수립하고, 이에 근거한 정량적이고 상호배타적인 평가지표를 개발함으로서 도시 물질대사 인프라를 합리적으로 평가할 수 있으며 나아가 도시 지속가능성에 기여할 수 있을 것으로 기대한다. 또한, 본 연구는 이론적, 체계적, 실질적 관점에서 도시 물질대사 인프라의 지속가능성을 위한 평가체계를 수립하였음에 의의를 두고 있으며, 적용성 및 정확성을 높이기 위해, (1) 사례 연구를 추가하고, (2) 사회 및 경제 등 타 분야에 대한 지표를 개발하여 통합하는 향후 연구가 필요할 것으로 생각한다.
