This study has presented the results of a long-term analysis of the Korean energy sector utilizing a network-based energy-I/O integrated system, with particular emphasis on Korean government's oil dependence reduction program. This independence program includes an ambitious nuclear and coal power expansion program, long-term LNG-import contract, and a set of subsidies, taxes, and quotas designed to reduce oil consumption in the demand sectors.
It was argued that when viewed in an integrated fashion, the current set of government actions that have been undertaken in Korea to reduce oil imports may be more expensive and less effective than previously realized. The reason arises from the interactions of the various actors at different points in the energy system. For example, if current policies are continued, demand for distillate fuels will increase from 30 percent of refinery output to 50 percent while residual demand will decrease from 50 percent to 30 percent by the turn of the century. Unless expensive refinery retrofitting is undertaken, Korea will be in the position of either importing distillate fuel, exporting residual, or both. Either situation would involve added imports of oil, either as distillate or as refinery feedstock.
This analysis suggests that a more balanced policy for oil import reductions that takes into account the interactions of various actors might realize equal or greater reductions in oil imports at a lower long-run cost as compared to extending existing policies. Such a policy might forestall some planned expansion in baseload electricity generation capacity addition and concentrate on conserving fuels (mainly distillate) in the transportation sector, for example.
Another observation lies in the effects of industrial structure, particularly in manufacturing, upon the nation's energy use and its mix. As a fast growing economy, Koreas's future energy supply and demand configuration is much dependent upon her industrial policy. Conversely, our analysis has shown that the evaluation of the energy sector could exert nonnegligible influence on the needs for restructuring of the industrial configuration.
This type of conclusion is often encountered in many industrializing countries like Korea, and is derived via the linkage of the energy sector to the I-O model as was attempted in this work.
본 연구는 넷트?형 에너지-I/O 통합모형 (Network-Based Energy-I/O Integrated Model)에 의한 한국의 장기에너지 정책분석, 특히 탈석유 에너지 수급정책의 계량분석에 관한 연구이다. 탈석유정책은 에너지 수요부문에서의 석유소비 감소를 위한 일련의 대책, 즉 원자력 및 유연탄 발전계획, 장기 LNG 수입조치와 함께 각종 행정·세제조치를 포함한다.
본 연구에 의하면 탈석유 정책 실현을 위한 일련의 대책이 통합에너지분석의 관점에서 보아 비효율적임을 알 수 있는 바, 이는 에너지시스템 전체에 걸친 각 부문간 연관구조적 특성에 연유한다. 예를 들어, 현행의 일련의 조치가 계속되는 한 경질유 수요는 현재의 30%에서 2000년대의 50%로 증가하는 반면 중질유 수요는 50%에서 30%로 감소함으로써 대규모의 개질설비 투자가 수반되지 않으면 경질유 수입 또는 이에 관련된 원유의 수입증가로 결국은 국가전체로 볼 때 탈석유 정책의 효과가 실현되지 못한다는 것이다.
따라서, 현행의 탈석유 대책이 아닌 보다 합리적인 석유류제품 균형감소조치, 즉 발전계획의 장기적 재검토, 수송부문의 연료절감대책 등이 필요함을 본 연구는 밝히고 있다. 아울러 한국과 같이 경제성장의 속도가 빠른 개발도상국의 에너지 수급구조는 주로 제조업 부문정책의 유효성에 의존하는 바가 크므로 산업구조 개편 정책을 통한 균형적인 석유류 감소 대책이 필요함을 본 연구는 시사하고 있다.
본 연구는 앞으로 개발도상국의 에너지정책분석에 통합 에너지 시스템적 접근이 유효할 수 있음을 잘 나타내 주고 있다.
