In this study, we develope an economic analysis model to analyze the new telecommunication services has to perform. The model consists of three-stages, and the MADM(Multiple Attribute Decision Making) technique is used to evaluate the alternatives. In the first stage, the marketability for each generated alternatives is measured with respect to some criteria which are determined by the Decision-maker. And the acceptability, on the other hand, is tested in order to exclude the alternatives that are undesirable, and beyond their technological ability. The second stage designs telecommunication network systems with the acceptable alternatives, and select the best one. In the final stage, after executing a profitability analysis, the economic model for the new telecommunication services is developed with respect to evaluation criteria generated through the analysis stages. Therefore this approach can maintain the overall consistency.
