This study analyzes five leading daily newspapers’ reports on three cases of cyber-attacks each targeting Nong-hyup (April 12, 2011), broadcasters and financial institutions (March 20, 2013), and government agencies and news organizations (June 25 2013), comparing their coverage before and after the government announced the results of its investigations into the cases.
The five newspapers are the Chosun Ilbo, the Joonang Ilbo, the Dong-A Ilbo, the Kyunghyang Shinmun, and the Hankyoreh.
I researched the concept of cyber terrorism in general, North Korea’s hacking attacks, and news framing and scientific uncertainty.
I focused on changes in their news sources, attitudes toward North Korea, and news frames after investigation results were released.
I interviewed eight reporters who covered all three cases.
The study found that their news coverage and report patterns changed after the investigation. After the Korean government pinpointed North Korea as the culprit, news frames were sharply divided into a progressive one and a conservative one without sound and sufficient scientific analyses.
본 연구는 조선, 중앙, 동아, 경향, 한겨레 등 5대 일간지가 2011년 발생한 ‘4.12 농협 전산망 마비’와 2013년 발생한 ‘3.20 방송사·금융기관 전산망 마비’ ‘6.25 국가·공공기관·언론사 사이버테러’ 등 3건의 사이버테러에 대해 어떻게 보도했는지, 특히 검찰과 정부 등 조사·발표 기관의 조사 발표 이후 언론의 보도 행태가 어떻게 바뀌었는지를 조명하고자 했다.
이에 따라 언론에서 통상 ‘해킹’이라고 부르는 사이버테러에 대한 개념을 정리하고 3건의 북한발 사이버테러에 대한 개요와 과학적 불확실성에 따른 뉴스에 관한 보도 프레임 연구 등에 대한 내용을 정리했다. 이 과정에서 검찰과 정부 등 조사·발표 기관의 발표 전후로 사건을 나눠 분석하고, 이러한 조사를 통해 검찰과 정부의 발표 이후 취재원의 변화, 북한에 대한 우호도의 변화, 그리고 프레임 이동 등을 조명했다. 그리고 e당시 사건을 취재한 기자 8명의 인터뷰를 통해 이를 구체화했다.
이 과정에서 검찰과 정부 등 조사·발표 기관의 발표 전후로 사건을 나눠 분석한 점은 3건의 사이버테러에 대한 분석을 다룬 다른 논문에 비해 눈여겨볼 점이라 할 수 있다. 취재원의 변화, 북한에 대한 우호도의 변화, 그리고 프레임 이동까지 분석 작업을 통해 이끌어낸 부분은 정부 발표에 의존했던 언론의 관행에 대한 문제를 제기하고, 보도 분석에 대한 새로운 틀을 재기했다는 의의를 갖는다.
조사결과, 5개 일간지는 3건의 북한발 사이버테러에 대해 보도함에 있어서 검찰과 정부의 발표를 따라가고, 특히 북한의 소행이라고 알려지자 보도행태가 급변했으며 프레임 역시 보수와 진보로 나눠 양분되는 모습을 보였다. 그리고 이 과정에서 과학적 분석의 비율은 적었다.
