These days, Mobile telecom network operators are suffering from the transmission inefficiency as the existing 3G/2G technologies are not fully supporting the exponentially growth of demand for data service. The commitment on the decision of migrating to LTE technology in this regard has a substantial impact on both sides of the system operators and subscribers. If the operators are not well prepared to align and structure their system according to the demand enforcing their network, the limitation of the radio resource in the communication system brings them an obstruction of service, which finally results for the loss of satisfaction on the subscribers’ side. On the other hand, if migration is made with a large network size than the demand requires, there is no incentive for the network operators to sustain in offering the service as the return on investment (ROI) may not benefit them. Optimum network dimensioning therefore, guarantees for the best medium of supply and demand relations.
To identify the influencing parameters for a balanced migration to the new technology, this study has analyzed LTE technology dimensioning technique based on the future traffic and service requirements in the Capital city of Ethiopia. A techno-economic analysis modeling approach for a 7 years deployment period was considered for this study. The analysis was made, first on the existing monopoly operator scenario, and next on the competitive operators to compare the result, and thereby analyzing the factors affecting the deployment in each scenarios.
Results were recorded that the monopoly operators can migrate to LTE service within 2 years of the deployment period at a payback period of 1.99 years. In the competitive operators’ scenario, the migrating period become slightly delayed depending on the size of the market share, and a market share of less than 10% was found to be impossible to migrate within a specified deployment period.
The result reveals that the number of subscribers in each scenario has a great impact on the migration time and on the network capacity balance. The analysis shows that due to more number of subscribers on the monopoly deployment scenario, the network capacity balance is revealed a decreased trend, and conversely, small number of subscribers on the competitive operators scenario has depicted better capacity balance despite the less profitability compared to the monopoly deployment scenario.
최근에, 무선기기 이동통신 망 운영자는 현존하는 3세대와 2세대 이동통신 (3G/2G) 기술이 완벽하게 현재의 기하급수적인 데이터 서비스의 수요를 지원하지 않는 비효율성에 직면하고 있다. 이런 측면에서 LTE 기술의 도입에 대한 의사결정은 이동통신 망 운영자와 서비스 이용자 모두에게 상당한 영향력을 미친다. 만약, 이동통신 망 운영자가 그들의 이동통신망을 이용하는 이용자의 데이터 통신 요구량에 맞게 구조화 되거나 준비가 충분히 되어있지 않다면, 이동통신망이 사용 할 주파수 스펙트럼의 제한이 결국 서비스의 제한을 초래하며 결국에는 이동통신 이용자들의 불만족을 초래할 수 있다. 반면에, 만약 네트워크의 크기가 네트워크 이용자의 요구 및 소비량보다 크다면, 네트워크를 운영하는 운영자들에게 네트워크 관련 인프라를 유지해야 할 ‘투자 대비 이득’과 같은 인덱스 (ROI)가 낮은 수치를 나타내고 그들에게 이득을 주지 못할지 모른다. 그러므로 적정한 네트워크의 제공은 공급과 수요의 제공의 최적 점을 확약한다.
본 연구에서는 새롭게 도입되는 기술의 균형적인 포인트에 영향을 미치는 변수들을 명확히 하고, 미래의 데이터 통신 규모와 상황을 고려해 LTE 기술을 에디오피아 수도에 적용 해 보고자 한다. 약 7년간의 기술-경제적 분석 모델링을 적용했으며 그 결과를 고려 했다. 우선 독점 네트워크 제공자를 가정하여 분석을 실시하였고 다음으로는 경쟁 네트워크 제공을 가정하여 분석했고 두 가지 시나리오의 결과를 비교 분석했으며, 각각의 시나리오 별 영향을 미치는 요인들을 분석했다.
분석 결과 독점 네트워크 시장을 가정 했을 때 LTE 서비스는 1.99년에 투자에 대한 회수가 가능함을 보였으며 이는 2년 이내에 투자에 대한 회수가 가능함을 보여준다. 경쟁 네트워크 시장의 시나리오를 가정했을 때는, 시장의 점유율이 커짐에 따라 투자에 대한 회수가 점진적으로 느려짐을 보여준다. 그리고 시장 점유율의 10% 미만은 특정 기간 동안 투자에 대한 회수가 불가능 함을 보여준다. 이상의 결과들은 각 시나리오 별 네트워크 서비스 이용자들의 숫자가 투자 회수 시간과 네트워크 용량의 균형에 영향을 줌을 볼 수 있다. 또한, 분석은 독점 시장을 가정 했을 때 네트워크 서비스 이용자들이 많아지면 많아질수록 네트워크 용량이 점진적으로 감소하는 경향을 보이며, 반대로 이용자들이 적어지면 적어질수록 경쟁 시장의 네트워크 운영자들은 독점 시장의 시나리오 때보다 수익성은 적어짐에도 불구하고 좀 더 나은 용량의 확보가 가능함을 보여 주고 있다.
