Information Communication and Technology (ICT) utilization has become a backbone of e-government implementation. Five components of information system (hardware, software, people, data and network) are combined to deliver information from government to their citizen as part of public services. However, there is a interoperability challenge on e-government implementation related to information system. This interoperability problem consists of three main categories such as technical, semantic and organizational.
UN Development Program has conducted a study that explains two approaches for achieving e-government interoperability. Government can apply either one or both approaches simultaneously. First approach is Government Interoperability Framework (GIF), which focuses only on technical interoperability. Second approach is Enterprise Architecture (EA). EA as holistic approach covers both technical and management aspect.
This study highlights the importance of technical standard in EA and GIF. Even though technical layer is the smallest domain in interoperability framework but it has a huge contribution to handle information system interoperability through its standardization. For a specific country case, Indonesia only has an interoperability guideline without adopting both GIF and EA. The comparison analysis based on two countries case study, which implement GIF, and EA shows there is a necessity to add more information into current interoperability guideline.
Heterogeneous system in unavoidable but government can reduce interoperability issues by making a standardization of recommended technology specification and define a data representation schema. Defining standard must consider several aspects such as users, developer, industry, and best practices from international organization. This will ensure that existing standard is fully supported. XML schema as part of data representation will handle semantic interoperability. Exchanged information can be meaningful for both provider and requester. In e-government context, provider and requester might be a different agencies, ministries or institutions.
정보 통신 기술의 활용은 전자정부 수행에 있어 매우 중요한 밑거름임 된다. 정보 시스템의 다섯 가지 구성요소 (하드웨어, 소프트웨어, 사람, 데이터 그리고 네트워크) 는 정부의 공공 서비스의 부분으로서 합쳐지고 재구성돼서 정부에서 시민들에게 전달된다. 국제연합 개발 프로그램 (UN Development Program)은 전자정부 상호 운영 능력을 향상시키기 위한 두 가지 방안에 대해 연구를 수행했다. 그 연구에 따르면, 정부는 두 가지 방법을 개별적으로 수행하거나 또는 동시에 수행 할 수 있다. 첫 번째 방식은 ‘정부 상호 운영 능력 프레임워크 (Government Interoperability Framework, GIP)’를 활용하는 것인데 이 프레임워크는 오직 기술적인 상호 운영성에 초점이 맞춰져 있다. 두 번째 접근 방법은 ‘전사 정보기술 아키텍처 (Enterprise Architecture, EA)’를 활용하는 것인데 이것은 기술적인 측면과 관리 측면 둘 모두를 동시에 다룬다.
본 연구는 EA와 GIF의 기술적인 측면의 중요성을 강조하며 집중해 연구를 진행한다. 비록 기술적인 측면이 상호 운영 능력 측면에서 매우 작은 부분을 차지하고 있지만 이것은 그것의 표준화를 통해서 정보 시스템 상호 운영을 잘 운영 하는데 큰 기여를 할 수 있다. 또한 본 연구는 그 예시 국가로서 인도네시아 케이스를 분석하는데 인도네시아는 EA와 GIF를 수용하지 않고 상호 운영 능력 가이드라인을 가지고 있는 나라이다. GIF와 EA를 수행하는 두 국가에 기반한 비교 분석을 통해 현재 인도네시아의 가이드라인에서 더 추가 시킬 사항이나 향상 할 수 있는 점을 제시하고자 한다.
사용되고 추천되는 여러 기술들의 세부사항들을 표준화하고 데이터 표현 방식을 적절하게 정의 함으로써 이질적인 시스템을 피할 수 없는 현재의 전자정부 시스템 상황에서 상호 운영 능력을 더 향상시킬 수 있으리라 본다. 표준 발전 과정에서는 사용자, 개발자, 산업, 그리고 국제 기구 등 참여자들의 다양한 의견들과 시각들을 고려해야만 한다. 이 각각의 모든 의견들과 시각들은 그들 자신들의 필요에 따라 다양 할 텐데 이때 정부의 궁극적 목적에 부합 할 수 있도록 해야 한다. 이렇게 되야, 결국에는 현재 존재하는 기준이 충분히 지원된다. 데이터 표현 방식의 부분으로서 XML 구조는 의미론적 상호 운영 능력을 관리하게 될 것이며, 이를 통해 교환되는 정보들은 정보의 제공자들과 수용자들에서 모두 의미를 갖는다. 전자정부 측면에서, 정보 제공자들과 수용자들은 모두 다른 정부 기관에 소속되어 있다.
