The transition from analogue to digital broadcasting that promises many opportunities has motivated International Telecommunication Union (ITU) to urge all countries to immediately perform it. Besides that, most countries also have realized the importance of it. However, there are many challenges and problems which make the transition process are relatively slow, including Indonesia. The purpose of this study was to formulize the recommendations to deal with the challenges and problem related to the DVB-T2 implementation - a digital broadcasting transmission standard that has been chosen by Indonesia. Two countries which have totally migrated to digital and switched off their analogue broadcasting - Sweden and United Kingdom (UK) - was selected to explore their technical challenges and the efforts to cope with it. Analysis of the current status and circumstances in Indonesia was done to create the proposed recommendations. The results indicated that there were some similar challenges faced by both Sweden and UK. However, the efforts for those challenges were not same. Indonesia could choose the best practices of these countries that are proper with the situation and condition. It is expected that the recommendations will give the input and support for the acceleration of the digital transition process.
많은 기회를 열어준 아날로그 방송으로부터 디지털 방송으로의 전환은 국제전기통신연합이 모든 국가에 대해 즉각적으로 디지털 방송 전환을 시행할 것을 설득하도록 동기 부여했다. 또한 많은 국가는 스스로 디지털 방송 전환의 중요성을 깨달았다. 하지만 인도네시아를 포함한 많은 국가들에게는, 실질적으로 그러한 전환 과정을 상대적으로 느리게 만드는 많은 문제들이 있다. 본 연구의 목적은 DVB-T2 (인도네시아에서 채택한 디지털 방송 전환 표준) 실행과 관련된 문제들을 해결하기 위한 권고할만한 해결책을 찾는 데에 있다. 아날로그 방송에서 디지털 방송으로 완전히 전환한 두 국가(스웨덴과 영국)를 선정하여 그들이 직면했던 문제들과 문제를 해결하기 위한 노력들을 살펴보았다. 그리고 해결책을 제시하기 위해 인도네시아의 현 상황을 분석했다. 그 결과, 스웨덴과 영국은 몇몇 유사한 문제들을 직면했었다. 하지만 이를 해결하기 위한 노력은 같지 않았다. 인도네시아는 현 상황에 맞는, 이러한 국가들의 모범 사례를 채택할 수 있을 것이다. 본 연구에서 제시된 해결책들은 인도네시아의 디지털 방송 전환을 촉진할 수 있도록 자원을 투입하고 지원할 것으로 기대된다.
