ABSTRACT
The public service has been noted to have negative perception amongst citizens in most developing countries. This is as a result of being associated rightly or wrongly with deficiency in work ethics, incompetent officials who are; rude, officious, mean, abusive and corrupt. In regards of this, governments have made attempts to reform the service to be effective and efficient either through donor institutions as the IMF or countries which have succeeded in reforming their service.
The new paradigm that has quickly gained currency is the e-government and e-services which offers efficiency, effectiveness, affordability, convenience etc. The pressure on government to respond to growing demand for more quality and better services and infrastructure has called for collaboration with other actors in the economy with particular focus on the private sector.
The private sector has distinct itself in satisfying consumers’ needs and innovating to provide quality service. The sector has used the internet or ICT tools in its everyday activities with enviable success across the globe. It has also leveraged its capabilities to the public sector in countries like Korea and India with respect to initiatives such as smart transportation and eServa respectively.
This work discusses the role of the private sector in the provision of electronic public service delivery as a way of reforming the public sector to be effective, efficient, less corrupt etc in providing public service.

6.4 요 약 Abstract in Hangul
대부부의 개도국의 시민들 사이에서는 공공 서비스에 대한 좋지 않은 인식이 자리 잡고 있다. 이것은 올바르지 못하고 잘 못된 업무 윤리의 부재와 충분히 긍정적 인식이 제고 되지 않은 공공 기관의 서비스와 직원들의 잘못된 태도에서 기인한다고 할 수 있다. 이런 관점에서 정부들은 좀 더 효율적이고 효과적인 공공 서비스로 변모하기 위해 노력 하고 있으며 그것은 자금 지원을 해 주는 국제통화기금 (IMF) 또는 계속해서 공공 서비스를 바꾸기 위한 국가들을 통해 진행된다.
이런 상황에서, 빠른 속도로 금전적 지원을 획득하는 새로운 패러다임으로 전자정부와 전자 서비스가 주목 받고 있는데 이것은 효율성과 효과적이며 이용 가능성과 편리성을 제공한다. 이런 장점을 기반으로 많은 정부에서 전자 정부에 대한 수요가 넘치고 있으며 좀 더 나은 서비스와 인프라를 구축하는데 있어 다른 참여자들과의 협력이 중요해 지고 있으며 그 중에서도 경제적인 측면을 고려했을 때 민간부분과의 협력이 무엇보다 강조된다.
민간부분에서는 소비자들의 관점에서 그들의 관심사를 만족시키고 질 좋은 서비스를 제공하기 위한 혁신적인 서비스를 제공하는데 있어 적절하며, 인터넷과 다양한 ICT 툴을 사용하여 모든 활동과 업무에서 전세계적으로 그 가능성과 성과를 인정받으면서 주목 받고 있다. 민간 부분의 이런 노력은 또한 공공 부분과의 시너지를 통한 그 가치와 가능성을 기하 급수적으로 확장시키는 모습을 보이며 이것은 한국과 인도에서 그 현상이 보이며 특별히 지능형 교통 시스템과 eServa의 사례를 통해 확인 할 수 있다. 본 논문에서는 이런 민간 부분의 역할을 공공 부분을 좀 더 효율적이고 효과적이며 덜 불안전한 형태로 전자 공공 서비스를 제공하는데 있어 그 가능성을 살펴봤다.
